Southeast Region Protection Captain Russell Duckworth tells us that they receive and investigate numerous calls about illegal dumping of deer carcasses this time of year. The calls are usually from concerned citizens who find a discarded deer carcass along public roadways.
In Missouri, a person commits the offense of unlawful disposing of a dead animal when they knowingly place or cause to be placed, the carcass or offal of any dead animal into any creek, pond, or lake; as well as on any public road or highway, among other places.
Duckworth says that the illegal dumping could also be contributing to the spread of Chronic Wasting Disease.

HUNTERS ENCOURAGED TO SHARE THEIR HARVEST WITH FAMILIES IN NEED
Hunters across the state of Missouri are being asked to share their harvest to help feed families in need.
The Missouri Department of Conservation Share the Harvest program provides food to the hungry through deer meat donated by hunters.
Hunters can choose to give part or all of any deer they harvest. They simply bring their deer to an approved meat processor to process the venison, usually into ground meat, where it is then packaged for distribution.
Share the Harvest is a statewide partnership between MDC, the Conservation Federation of Missouri, cooperating meat processors, and hunters.
For more details on the Share the Harvest program and a list of processors participating, visit mdc.mo.gov/share.

Motorists are being urged to slow down and move over as a part of National Crash Responder Safety Week.
On a daily basis, emergency responders put their lives on the line along Missouri’s highways responding to crash scenes. These workers include police, fire, EMS, tow truck operators and highway workers.
Officials say that by state law, drivers are required to move over or slow down, but a significant number do not.

STATE OFFICIALS STRESS SAFETY FOR NON-HUNTERS DURING HUNTING SEASON
Firearms deer season will open this weekend in Missouri and state officials are reminding non-hunters that they also need to practice safety measures when afield.
Officials say that non-hunters should wear bright clothing to be more visible, such as a bright orange hat, jacket, or pack.
Place a bright orange vest or bandana on canines who join you and remember to keep them leashed. Be aware that hunters are often most active during the early morning and late afternoon, when game animals are most active. Be especially aware of your own visibility during these times when light is dim.
Stay on designated trails. Trails are designed to improve the safety of public users and to protect sensitive habitats. Enjoying recreational activities only on designated trails will reduce the likelihood of entering hunting areas.
If you hear shooting, raise your voice, and let hunters know you are in the area.

MISSOURI RESIDENTS APPROVE MARIJUANA CONSTITUTIONAL AMENDMENT
Missouri voters decided on four constitutional amendments on Tuesday and ruled against a Constitutional Convention.
Voters ruled in favor of Amendment 3, which legalizes the purchase, possession, consumption, use, delivery, manufacture, and sale of marijuana for personal use for adults over the age of twenty-one. The amendment also allows individuals with certain marijuana-related offenses to petition for release from prison or parole and probation and have their records expunged; and enact a six percent tax on the retail price of recreational marijuana.
Amendment 1, which would have allowed the General Assembly to override the current constitutional restrictions of state investments by the state treasurer, was rejected by the electorate.
Voters approved Amendment 4, which will require Kansas City to increase the amount of money it spends on the police department. The amendment requires Kansas City to spend 25% of its general revenue on police, an increase from the current 20%. A state-controlled board operates the Kansas City police department.
Voters also approved Amendment 5 which will make the Missouri National Guard its own department. Voters decided against holding a state Constitutional Convention.
In local ballot issues, Bloomfield, Dexter, and Puxico all passed propositions for the appointment of City Collectors, while Bell City and Bloomfield citizens approved foregoing annual elections if the number of candidates who have filed for each office is equal to the number of positions for each office.

ARKANSAS RESIDENTS DECLINE THREE STATEWIDE BALLOT ISSUES, INCLUDING MARIJUANA LEGALIZATION
Three state wide issues, including a marijuana legalization question, were rejected by voters in Arkansas, while one remains too close to call.
Voters rejected Issue 4, which would have authorized the possession, personal use, and consumption of cannabis by adults and authorized the cultivation and sale of cannabis by licensed commercial facilities.
Voters decided against Issue 1, which would have allowed the General Assembly to convene in extraordinary session upon the issuance of a joint written proclamation of the speaker of the House of Representatives and the president pro tempore of the Senate.
Issue 2 also failed and would have required a sixty percent supermajority vote of approval from voters to adopt constitutional amendments and citizen-initiated state statues.
Issue 3 remains too close to call as of press time. If passed, it will create the "Arkansas Religious Freedom Amendment"; and provides that the government may never burden a person's freedom of religion except in rare circumstances.
