POPLAR BLUFF WOMAN KILLED IN JEFFERSON COUNTY WRECK

Three Poplar Bluff residents were involved in a wreck Tuesday in Jefferson County.

According to the Missouri State Highway Patrol, the wreck occurred when a 16 year old driver attempted to cross the northbound lanes of US 67 and was struck by another vehicle.

A passenger in the teenager’s vehicle, 37 year old Stacy Swisher, of Poplar Bluff, was later pronounced dead at an area hospital. The driver and another passenger suffered serious injuries.

 

PARAGOULD DOCTOR SENTENCED ON VIDEO VOYEURISM CHARGES

A former Paragould OBGYN has been sentenced on video voyeurism charges.

According to District Prosecuting Attorney Scott Ellington, 69 year old Paul Becton was sentenced to 36 months in the Arkansas Department of Corrections. He will also have to register as a sex offender.

The doctor allegedly took nude photographs of a patient with his cell phone during an examination without her consent, permission, or approval.

Evidence found on Becton’s phone corroborated the patient’s complaint.

 

MAN ARRESTED IN NORTHEAST ARKANSAS ON CHILD PORNOGRAPHY CHARGE

A children’s pastor is facing a child pornography charge in Northeast Arkansas.

According to KAIT, 39 year old Tony Waller is charged with computer child pornography.

Waller was allegedly in possession of thousands of files of nude or scantily clad girls. Waller’s wife found the files on their computer and turned it in to police.

 

POPLAR BLUFF MAN ARRESTED ON SUSPICION OF ASSAULT AND RESISTING ARREST

A Poplar Bluff man was taken into custody Tuesday evening following a standoff with police.

According to the Daily American Republic, 43 year old John Purvis allegedly slapped and attempted to suffocate a family member before locking himself in a room.

When officers arrived at the scene they learned he had weapons with him in the room. They eventually were able to subdue him with a taser.

Purvis was arrested on suspicion of second-degree assault and resisting arrest.

 

CONTRACT AWARDED FOR BUTLER COUNTY ROAD PROJECT

The Missouri Highways and Transportation Commission have awarded a contract for an upcoming road project in Butler County.

The almost 1 million dollar contract for grading and paving the intersection at Route PP and Township Line Road was awarded to R.L. Persons, Incorporated.

More information about the project will be released prior to the start of construction.

 

SENATOR ROY BLUNT ACCEPTING APPLICATION FOR U.S. SERVICE ACADEMIES

United States Senator Roy Blunt says that he is now accepting applications for Missourians who are interested in competing for nominations to the U.S. Military Service Academies.

Nominations to the Air Force Academy, the United States Military Academy, the Merchant Marine Academy, and Naval Academy are available for qualified applicants. Applicants must be between the ages of 17 and 23, a United States Citizen, and a legal resident of Missouri.

MISSOURI LAWMAKERS OK INTERVENTION IN CHILD ON CHILD ABUSE

(AP) - A measure that would give the state's child protection office authority to investigate complaints of child abuse by other juveniles is now headed to Missouri Governor Jay Nixon's desk.

The Missouri Senate on Wednesday approved the measure 33-1. The House earlier approved it 140-13.

The bill would allow the Children's Division to notify local offices to investigate complaints of juveniles with problem sexual behaviors.

It also would require training of staff at licensed child-care facilities in safe-sleep practices for infants - a measure inspired by the death of an infant who was napping at a day care center.

The bill would also require child care centers and preschools to disclose to parents who request that information whether any children there are not up-to-date on their vaccinations.

 

MISSOURI STUDENT TRANSPORTATION AND SCHOLARSHIP FUNDS RELEASED

(AP) - Missouri Governor Jay Nixon says continued revenue growth means he can release an additional $67 million he initially restricted for this year's budget.

The money released Wednesday includes $10 million in transportation aid for local school districts, $15 million for college scholarships and millions more in matching funds for building projects at public universities.

Nixon had restricted the money last summer to keep the budget balanced but he says state revenues now are sufficient to spend it.

Revenues have grown 7.7 percent this fiscal year, which runs through June 30th.

But that's still short of what Nixon's administration says is needed to fully fund the budget. So he is continuing to block the expenditure of $269 million in the budget.

 

MISSOURI HOUSE ENDORSES HIGHER CAPS FOR SOME TO GET MEDICAID

(AP) - A proposal that would expand Missouri's Medicaid rolls by increasing the amount of assets elderly and disabled people can have and still qualify for the program is heading back to the Missouri Senate.

The Missouri House on Wednesday voted 136-8 for a measure that would increase the limit set in 1968. The current limits are $1,000 for a single person and $2,000 for a married couple.

The measure would gradually increase the limits to $5,000 and $10,000, respectively, in 2020. After that, the limits would increase with inflation.

Republican Representative Kevin Engler, of Farmington, says the change is needed to allow people on the program to provide more for themselves.

Legislative researchers estimate the measure would cost $42 million and add nearly 10,000 people to Medicaid.

PRELIMINARY AUTOPSY REPORT SAYS STABBING DOES NOT APPEAR TO BE CAUSE OF SIKESTON MAN’S DEATH

 

A preliminary autopsy report has been released in the death of a Sikeston man.

 

According to Scott County Coroner Scott Amick, a medical examiner says that a recent knife injury did not appear to have anything to do with the death of Tony Burns.

 

Burns was found dead Monday at his home in Sikeston. Burns had been stabbed in the neck allegedly by his girlfriend on Friday. He was taken to an area hospital for treatment, but later released.

 

The exact cause of death is yet to be determined. It will be several weeks before the results of the microscopic and toxicology results are able to be released.

 

 

ARKANSAS WOMAN CHARGED WITH HUMAN TRAFFICKING

 

(AP) - Jonesboro police say a woman is facing human trafficking charges after being accused of forcing two teenage girls into prostitution.

 

Police say charges were lodged against 28 year old Amber Nicole Johnson, of Wynne. She was arrested in Little Rock last week at a motel where troopers announced Monday they had rescued a 15 year old girl. State police listed the woman's hometown as North Little Rock.

 

Jonesboro police say a 14 year old girl told a social worker at Arkansas Children's Hospital that she had been forced into prostitution. The victim said she had run away from foster care with a 17 year old relative, who told investigators she had been forced into prostitution as well.

 

 

SILVER ADVISORY CANCELLED FOR MISSING LEWIS COUNTY MAN

 

An Endangered Silver Advisory alert has been cancelled for a missing Missouri man.

 

According to the Lewis County Sheriff’s Department, 71 year old Ernest Wood has been found safe. Wood had been missing from Ewing, MO since Sunday morning.

 

 

SEARCH WARRANT LEADS TO ARREST OF TWO MEN IN STODDARD COUNTY

 

Stoddard County authorities have two Bernie men in custody following the execution of a search warrant.

 

According to authorities, firearms, a suppresser, an explosives fuse, gunpowder, and methamphetamine were allegedly found during the search of a residence in the Powe area.

 

Deputies had originally gone to the residence after receiving information that a person had been threatened with a gun.

 

49 year old Curtis McNece is facing a charge of possession of a controlled substance, while 27 year old Bradley Jenkins has been charged with second degree assault and unlawful use of a weapon.

 

 

MAN ARRESTED FOR ALLEGEDLY ATTACKING STEELE POLICE OFFICER

 

A Steele man is facing charges in connection to an incident involving a police officer on Sunday.

 

According to Steele Police Chief Billy Joe Stanfield, officers were sent to an area residence Sunday in reference to a domestic disturbance. During an investigation of the disturbance, officers found 43 year old Rickey Tomlin to be in possession of purported methamphetamine.

 

While attempting to arrest Tomlin, the man allegedly became aggressive and spit in the officers’ face. He also swung his fist toward the officers’ head.

 

Tomlin was then handcuffed and taken into custody. A warrant was issued on Tomlin charging him with felony possession of a controlled substance and felony assault on law enforcement officer.

 

 

CHARLESTON MAN SUFFERS NON LIFE THREATENING INJURIES IN SHOOTING

 

A Charleston man suffered non-life threatening injuries following a shooting incident.

 

According to authorities, the 20 year old man was found with a gunshot wound Monday night and taken to an area hospital. No suspects have been identified in the shooting.

 

Authorities are asking anyone with information about the shooting to call the Charleston Department of Public Safety at 573-683-3737.

 

 

BENTON MAN ARRESTED ON BURGLARY CHARGE

 

A Benton man is in custody in connection to an alleged theft from a construction site.

 

According to Scott County Sheriff Rick Walter, 24 year old Michael Gunter is facing charges of stealing, possession of drug paraphernalia, and second degree burglary.

 

Deputies reportedly found several stolen items, along with a glass pipe with burnt residue, during a search of Gunter’s residence. The

pipe field tested positive for methamphetamine.

 

Gunter was taken into custody on Monday.

 

 

FIREFIGHTERS BATTLE WILDFIRE NEAR BLACK

 

A wildfire was discovered Sunday on Mark Twain National Forrest Lands in Reynolds County.

 

The fire, which is located around two miles southwest of Black, was reported to be around 900 acres and it is expected to grow in size before the fire is fully contained.

 

Firefighters will be working on the wildfire until it is controlled, which will be at least several more days, according to forest officials.

 

The cause of the wildfire is still under investigation.

 

 

MOBILE OFFICE TO BE HELD TODAY IN MALDEN

 

U.S. Senator Roy Blunt’s staff will host a Mobile Office today in Malden.

 

Mobile Offices are opportunities for Missourians to discuss their questions or concerns with the federal government one-on-one with members of Senator Blunt’s staff.

 

The Mobile Office has been scheduled for 1:30 to 2:30 pm at the Malden Chamber of Commerce.

 

 

MISSOURI LAWMAKERS OVERRIDE VETO TO ENACT WELFARE LIMITS

 

(AP) - Missouri lawmakers have overridden a veto to enact a law removing several thousand low-income families from a welfare program.

 

The votes by the Republican-led Senate and House will reduce Missouri's lifetime limit for the Temporary Assistance for Needy Families cash-assistance program from five years to three years and nine months, starting in January. The new law also imposes stricter work requirements.

 

Democratic Governor Jay Nixon had vetoed the bill, citing concerns that it would punish children for the actions of their parents. The Senate overrode the veto on Monday, and the House acted Tuesday.

 

Republican supporters say the measure could end dependency on welfare by encouraging people to get jobs.

 

The program pays up to $292 a month to a parent with two children.

 

 

MISSOURI SENATE PASSES LIMITS ON LOCAL WAGE, BAG ORDINANCES

 

(AP) - The Missouri Senate has passed a bill to prevent cities from banning plastic bags and stop them from raising the minimum wage.

 

The measure passed 24-10 on Tuesday amid heightened tensions between Democrats and Republicans as the May 15th deadline to pass bills approaches.

 

The bill now goes back to the House, which had passed a different version earlier this year.

 

Democratic senators have argued in favor of allowing cities to implement their own wage requirements in excess of state standards and to prohibit plastic bags.

 

Republican lawmakers have opposed that. They said their legislation will help businesses. For example, Republican Senator Mike Kehoe of Jefferson City says different local ordinances on plastic bags could cost grocers money.

MISSING MAN COULD POSSIBLY BE IN DONIPHAN AREA

 

Authorities say a missing Lewis County man could be in the Doniphan area.

 

An Endangered Silver Advisory has been issued by the Lewis County Sheriff's Department for 71 year old Ernest Wood.

 

On May 3rd, Wood told his neighbor he was en route to Newark, Missouri to go fishing.

 

Wood’s cell phone was shut off at 3 pm Monday but prior to being shut off it was pinged in the Doniphan area.

 

Wood is described as a white male, 6 foot 1 inch tall, weighing 190 lbs, with white hair and brown eyes. He could be wearing a red flannel shirt, blue jean bib-overalls, and white shoes.

MAN INVOLVED IN STABBING INCIDENT DIES MONDAY

 

A man involved in a stabbing incident last week has died.

 

According to the Sikeston Department of Public Safety, Tony Burns died in his home Monday.

 

Burns was allegedly stabbed in the neck by his girlfriend last week. He was taken to an area hospital for treatment, but later released.

 

The girlfriend was arrested last Friday after the stabbing incident and was later released when it was determined the case lacked sufficient probable cause for charges.

 

An autopsy has been scheduled for this week and the death is under investigation.

 

 

WOMAN FOUND DEAD AT MISSISSIPPI COUNTY DETENTION CENTER

 

Authorities in Mississippi County are investigating the death of a woman over the weekend at the County Detention Center.

 

According to KFVS, 21 year old Somer Dawn Nunnally was found dead Sunday morning. She had been taken into custody the previous night for DUI following a minor auto crash.

 

She had no injuries or trauma and authorities say there were no signs of foul play in the death.

 

Authorities say Nunnally was checked on throughout the night and had not given any indication of being physically sick.

 

 

AUTHORITIES INVESTIGATING BLYTHEVILLE SHOOTING THAT LEFT ONE INJURED

 

Authorities in Northeast Arkansas are investigating a shooting that left one person injured Saturday night.

 

Shots were reportedly fired shortly before 10 pm at the Mississippi County Fairground. One person suffered minor injuries in the incident.

 

Two vehicles were also damaged.

 

 

MAN ARRESTED FOR ALLEGED ASSAULT WITH A BASEBALL BAT

 

An Essex man is facing charges in connection to an alleged assault involving a baseball bat.

 

According to Scott County Sheriff Rick Walter, the victim told authorities that 53 year old Robert Watkins had struck him across the back with a bat. The victim reportedly had a large red mark across his back.

 

Watkins was later found and taken into custody. He has been charged with second degree assault and armed criminal action.

 

 

DONIPHAN MAN ARRESTED ON METHAMPHETAMINE CHARGE

 

A Doniphan man is facing a methamphetamine charge in connection to his arrest Sunday evening in Butler County.

 

According to the Missouri State Highway Patrol, 42 year old Jeffrey Anderson was taken into custody shortly after 5 pm Sunday on charges of possession of a controlled substance, methamphetamine; and possession of drug paraphernalia.

 

 

THREE RIVERS TO HOLD MASS CASUALTY TRAINING

 

Three Rivers College will hold its bi-annual mass casualty training event today.

 

The training will help prepare students in participating programs to be prepared for a mass casualty emergency, such as a natural disaster or terrorist attack.

 

Students from several fields of study will participate in the training, including nursing, EMT and Paramedic students.

 

In keeping with the training’s focus on realism, the students themselves will coordinate much of the event, with students serving in leadership and command/control positions as they would in a real disaster.

 

The college is keeping the type of “disaster” under wraps, so that students have no chance to prepare beforehand.

 

The training event will be held at the college’s Nursing and Allied Health building on Pine Street in Poplar Bluff.

 

 

PAVEMENT REPAIRS TO BEGIN TODAY IN PEMISCOT COUNTY

 

Northbound I-155 ramp in Pemiscot County will be reduced to one lane this week with a 9-foot width restriction as contractor crews perform pavement repairs.

 

This ramp is located at Exit 1 on I-155.

 

Work is scheduled to take place today through Thursday from 6 am to 6:30 pm daily.

 

 

HOUSE COMMITTEE APPROVES ENDING LIFE SENTENCES WITHOUT PAROLE FOR MINORS

 

(AP) - A bill that could mean reduced sentences for minors found guilty of first-degree murder is moving forward in the Missouri House.

 

The legislation approved 10-1 by a House committee Monday would end the state's mandatory sentence of life without parole for minors.

 

Instead, jurors could sentence youths to life in prison with parole or 25 to 40 years behind bars.

 

The sentences allowed in the bill draft passed Monday differ significantly from what senators approved. Senators supported life without parole or at least 50 years in prison for those ages 16 to 18. Those under 16 would have faced life without parole or at least 35 years.

 

The bill still needs approval from a second House committee and the full House. Lawmakers face a May 15th deadline to pass legislation.

 

 

MISSOURI SECRETARY OF STATE PROPOSES REDUCTION IN BUSINESS FEES

 

(AP) - A proposal from Missouri Secretary of State Jason Kander to reduce fees charged to businesses is headed to the Senate.

 

The Missouri House has approved a measure that would reduce fees charged to corporations, limited liability companies and nonprofits that file information with Kander's office.

 

He says the reduced fees would save business owners $6 million per year.

 

 

GROWTH CONTINUES AS MISSOURI REVENUES INCREASE 7.7 PERCENT

 

(AP) - The state budget director says Missouri's revenues continue to increase compared with last year's.

 

Budget Director Linda Luebbering on Monday reported revenues have grown 7.7 percent this fiscal year. That's far over Governor Jay Nixon's estimate of 4.6 percent.

 

Nixon had used that estimate to guide spending restrictions on hundreds of millions of dollars approved for use by the Legislature last session.

 

Net general revenues also increased 11.9 percent in April compared with the same time last year. Individual income tax collections grew 15.4 percent last month, bringing the total collections this year up 8.5 percent.

 

The increasing revenues allowed the state to return $400 million borrowed from the state's reserve fund. The constitutional deadline to repay that money is May 15th.

KANSAS MAN KILLED IN NORTHEAST ARKANSAS WRECK

 

A Kansas man is dead after a weekend wreck in Sharp County, Arkansas.

 

According to the Arkansas State Police, 31 year old Jason Manning, of Salina, Kansas, was driving north on State Highway 63, when his motorcycle crossed into the southbound lane and overturned into the path of two oncoming vehicles.

 

 

AUTHORITIES INVESTIGATING SHOOTING INVOLVING A YOUNG CHILD IN DUNKLIN COUNTY

 

A 4 year old boy is reportedly in stable condition after being shot in Dunklin County.

 

According to authorities, the boy was shot in the leg Saturday afternoon and has been taken to a Memphis hospital.

 

The shooting is under investigation.

 

 

MAN FACING BURGLARY AND STEALING CHARGES

 

A man is in custody on multiple burglary and stealing charges out of Cape Girardeau.

 

According to the Cape Girardeau Police Department, Maurice Garrett Jr., has been charged with two counts of felony second degree burglary, four counts of felony stealing, two counts of felony first degree burglary, and one count of felony second degree robbery.

 

Garrett is also facing one count of possession of a controlled substance with the intent to distribute and two counts of receiving stolen property.

 

 

THREE FACING CHARGES IN CONNECTION TO ROBBERY AT STODDARD COUNTY SCHOOL

 

Three men are facing charges in connection to an alleged robbery at a Stoddard County school.

 

According to the Daily Statesman, on Thursday authorities arrested 27 year old Jeffrey Barker, of Dexter; 25 year old Derrick Allen, of Grayridge; and 19 year old Austin Barker, of Holcomb.

 

The three reportedly took multiple items, including computers and an iPad, from a Richland School in Essex.

 

 

MORLEY MAN ARRESTED ON HEROIN CHARGE

 

A Morley man is facing a felony drug charge following his arrest early Saturday morning in Scott County.

 

According to the Missouri State Highway Patrol, 29 year old Devin Mills was arrested on felony charges of possession of a controlled substance, heroin; and possession of drug paraphernalia.

 

 

EAST PRAIRIE MAN SERIOUSLY INJURED AFTER 4-WHEELER HIT BY VEHICLE ON LEVEE

 

An East Prairie man was taken by air to a St. Louis hospital following a wreck Saturday.

 

According to the Highway Patrol, 24 year old Glen Wagner was driving a 4-wheeler on a Mississippi County levee when he was hit by a vehicle.

 

Wagner suffered serious injuries in the wreck.

 

 

OVER 30 PROGRAMS TO BE FEATURED AT THREE RIVERS CAREER/TECH INFORMATION FAIR

 

Over 30 programs will be featured later this week at a career/tech information fair at Three Rivers College.

 

Attendees will be able to talk to representatives of Three Rivers’ career and technical programs about the benefits and career opportunities offered at the college.

 

Some of the programs to be represented include Business Management, Fire Science, Nursing, and Network Administration.

 

The fair will be held from 5 to 7 pm Thursday at the Bess Activity Center.

 

 

HIGHWAY PATROL TO HOLD DWI SATURATION IN SOUTHEAST MISSOURI

 

The Missouri State Highway Patrol will be holding a DWI Saturation this month in Southeast Missouri.

 

According to Captain George Ridens, the saturation will be in held in seven counties, including Butler, Stoddard, and Pemiscot. A driving while intoxicated saturation is a mobile operation in which troopers saturate a specific area in an effort to arrest impaired drivers.

 

The Highway Patrol will also conduct a sobriety checkpoint in Scott County sometime this month.

 

 

PAVEMENT REPAIRS SET FOR THIS WEEK IN BUTLER COUNTY

 

Crews with the Missouri Department of Transportation will be in Butler County this week for pavement repairs on Route 67.

 

North and Southbound Route 67 will be reduced to one lane from 7 am to 4 pm daily through Thursday. The work zone will be located between Route 160 and East Outer Road 67.

 

 

BRIDGE PAVEMENT REPAIRS TO BEGIN TODAY IN PEMISCOT COUNTY

 

Eastbound I-155 in Pemiscot County will be reduced to one lane with a 16-foot width restriction as contractor crews perform concrete replacement on a bridge that crosses the Mississippi River.

 

Work will take place today through Friday, May 29th from 6:30 am to 6:30 pm each day.

 

 

MISSOURI BUILDING REPAIR PLAN ADVANCES AS DEADLINE NEARS

 

(AP) - A plan to use bonds for repairs to the Missouri Capitol, universities and other state-owned buildings is moving forward.

 

A House committee this week outlined how to spend more than $300 million in bonds for building maintenance and new construction.

 

Projects include about $160 million for colleges and universities. Another $140 million would pay for state building repairs, including $40 million for the Capitol.

 

But a proposed $15 million cut in general revenue for state parks construction and renovation threatens to derail the plan.

 

Republican Senator Mike Parson drafted a list of how senators would like to spend the money, and said he plans to push to keep park funding.

 

The legislation still needs full House and Senate approval, and lawmakers are short on time. They have until May 8th.

ONE KILLED IN REYNOLDS COUNTY WRECK

 

One person is dead following a single vehicle crash in Reynolds County.

 

According to the Missouri State Highway Patrol, 49 year old Robert Martin, of Ellington, was driving on Route K when he failed to negotiate a curve and hit a tree.

 

Martin was reportedly not wearing a safety device and was ejected during the wreck.

 

He was pronounced dead at the scene.

 

 

ELLSINORE MAN FACING BURGLARY AND DRUG CHARGES

 

An Ellsinore man is facing multiple charges following his arrest Tuesday in Ripley County.

 

According to the Highway Patrol, 34 year old Christopher Kohrman was arrested on charges of second degree burglary; possession of a controlled substance, methamphetamine; and second degree trespassing.

 

 

MAN IN CUSTODY IN CONNECTION TO VANDALISM AT NORTHEAST ARKANSAS CEMETERY

 

Authorities in Greene County, Arkansas, say a man is in custody in connection to a recent vandalism incident.

 

According to the Greene County Sheriff’s Department, 33 year old Jason Todd Sanders was arrested for vandalism that occurred at the Finch Cemetery over the weekend.

 

 

POPLAR BLUFF JUNIOR HIGH SCHOOL JAZZ BAND BRINGS HOME MULTIPLE AWARDS FROM REGIONAL COMPETITION

 

The Poplar Bluff Junior High School Jazz Band recently won multiple awards at a regional competition.

 

The band competed at the Mineral Area Jazz Festival in Park Hills. One of the band’s jazz units, Jazzin’ Tropical Thunder, took first place in the team competition. At least 10 students also received individual outstanding jazz awards.

 

 

ROUTE W IN NEW MADRID TO BE CLOSED TODAY

 

Route W in New Madrid County will be closed today as railroad crews repair the railroad crossing.

 

The section of roadway is located between Route 61 and First Street.

 

Weather permitting, work will be performed today from 8 am to 5 pm.

 

 

RAILROAD REPAIRS SCHEDULED FOR FRIDAY IN PEMISCOT COUNTY

 

Railroad crews will be in Pemiscot County on Friday for crossing repairs on Route F.

 

During the repairs, Route F will be closed from 8 am to 5 pm.

 

The work zone will be located between Second and Third Streets.

 

 

ROUTE J IN PEMISCOT COUNTY TO BE CLOSED ON FRIDAY

 

Route J in Pemiscot County will be closed Friday for railroad crossing repairs.

MISSOURI STUDENTS TAKE ACT FOR FREE FOR THE FIRST TIME

 

(AP) - Missouri students are taking the ACT college-entrance exam for free for the first time.

 

The Missouri Department of Elementary and Secondary Education said in a news release that the test was offered Tuesday to juniors. Starting this year, the state is picking up the tab for one free administration of the test. Students will be on their own if they want to retake the exam and try for a higher score.

 

The results will be used to evaluate the students' readiness for college and careers.

 

The state has set aside $3.8 million to pay for the test. About 65,000 public school juniors were expected to participate.

 

With the administration of the exam, Missouri joins more than a dozen states that already offer the ACT test to all their students.

 

 

BILL TO LIMIT DEADLY FORCE ADVANCES IN MISSOURI SENATE

 

(AP) - A bill to limit police use of deadly force has advanced in the Missouri Senate, an effort aimed at addressing concerns raised after the fatal police shooting of Michael Brown in Ferguson.

 

The Missouri Senate gave initial approval to the bill Tuesday on a voice vote.

 

Current law justifies deadly force when an officer believes a suspect has committed or attempted a felony, is escaping with a deadly weapon or poses a serious threat of danger to others.

 

The bill would change part of that law to allow deadly force only if police reasonably believe the suspect has committed or tried to commit a violent felony.

 

The measure needs a second full Senate vote before it can move to the House.

 

 

STATE SENATE PASSES PRISON OPTIONS FOR KIDS GUILTY OF MURDER

 

(AP) - The Missouri Senate has passed a bill to change a state law that requires a lifetime in prison for those younger than 16 who are convicted of first-degree murder.

 

Senators voted 29-3 on Tuesday in favor of the measure. It's aimed at addressing a 2012 U.S. Supreme Court ruling that mandatory life sentences for minors are unconstitutional.

 

The bill would allow jurors to continue sentencing those under 18 to a lifetime in prison without parole, but it also gives them less severe options.

 

Those under 16 could be sentenced to at least 35 years in prison without parole.

 

Jurors could sentence those between 16 and 18 years old to at least 50 years behind bars, which opponents have said likely means those minors would serve a lifetime in prison.

MILLERSVILLE MAN FATALLY INJURED IN EARLY MORNING CRASH

 

A Millersville man has been fatally injured in an early morning crash yesterday in Cape Girardeau County.

 

According to the Missouri State Highway Patrol, 48 year old James W. Koehler was driving on County Road 350, about a mile west of Millersville, at around 2:30 am when his truck left the roadway and hit a utility pole.

 

Koehler was pronounced dead at the scene. He was not wearing a safety device.

 

 

JONESBORO MAN KILLED IN WEEKEND WRECK

 

A Jonesboro man has died from injuries he received in a weekend wreck.

 

According to the Arkansas State Police, 43 year old James Lendell Johnson was killed in the wreck in Greene County Sunday night.

 

He was allegedly travelling at a high rate of speed on Highway 141 when he crossed the center line and struck a tree.

 

 

14 MEN ARRESTED AFTER DRUGS FOUND DURING TRAFFIC STOP

 

Fourteen men were arrested for possession of a controlled substance after ASU authorities found drugs during a traffic stop.

 

According to KAIT, the men were in a van that was stopped for making an improper turn Sunday morning.

 

Marijuana, Xanex bars, and codeine syrup were reportedly found during a search of the vehicle.

 

 

ALZHEIMERS WORKSHOP TO BE HELD AT THE POPLAR BLUFF CHAMBER OF COMMERCE

 

Speakers from Washington University and the Alzheimer’s Association will be at the Poplar Bluff Chamber of Commerce on Wednesday.

 

The speakers will be presenting an Alzheimer’s workshop for veterans, providers, caregivers and community members. Topics to be covered include screening, driving and dementia behaviors and communication.

Route EE in New Madrid County will be closed today as railroad department crews repair the railroad crossing.

 

The section of roadway to be closed is located between Toney and McCarty Streets.

 

Work will be performed today from 8 am to 5 pm.

 

 

RAILROAD REPAIRS TO CAUSE CLOSING OF NEW MADRID COUNTY ROAD TODAY

 

Railroad department crews will be in New Madrid County today for crossing repairs on Route HH.

 

According to the Missouri Department of Transportation, Route HH will be closed today from 8 am to 5 pm for the repairs. The crossing is located between County Road 609 and Route 61.

 

 

MISSOURI GOVERNOR APPROVES $250 MILLION IN ADDITIONAL SPENDING

 

(AP) - Missouri Governor Jay Nixon has approved spending over $250 million more this fiscal year.

 

Nixon on Monday signed legislation that includes $120 million in additional general revenue spending. Nixon had requested the extra money, in part because lawmakers last year budgeted for an anticipated $50 million from a tobacco settlement that has not yet come.

 

Rising drug costs under the Medicaid health care program also created unanticipated expenses.

 

The budget includes $82 million in general revenue for the Medicaid pharmacy program.

 

The supplemental money also will go to foster care for children due to larger caseloads and overtime for mental health department workers.

 

Roughly $11 million will go to abused and neglected children in foster care.

 

 

GOVERNOR NIXON SIGNS BILL FOR AMNESTY ON BACK TAXES

 

(AP) - Governor Jay Nixon has signed legislation that will grant amnesty to some delinquent taxpayers.

 

The bill signed by Nixon on Monday will waive interest, fees and other penalties for those who pay back taxes this fall.

 

The period to pay back taxes without penalties runs from September 1st through November 30th. Missourians under civil or criminal investigation for tax-related reasons are not eligible.

 

Those who take advantage of the amnesty period must follow state tax laws for eight years.

 

Legislative researchers estimate the measure will bring in more than $60 million for the state next fiscal year. Most of that will be set aside to pay for adult dental coverage for Medicaid recipients, as well as provider rate reimbursements.

 

 

MISSOURI SENATE BACKS PROPOSED US BALANCED BUDGET AMENDMENT

 

(AP) - Missouri senators have passed a measure calling for a constitutional convention to enact a balanced budget requirement for the federal government.

 

The Senate's 27-6 vote Monday sends the bill to the state House. If passed there, Missouri would join at least 27 other states that already have adopted similar measures calling for a convention to enact a balanced budget amendment to the U.S. Constitution.

 

It takes 34 states to trigger a constitutional convention. The approval of 38 states would be needed to ratify a constitutional amendment.

 

In addition to requiring a balanced budget, the proposed amendment would limit the federal debt and require a two-thirds vote of the U.S. House and Senate before most taxes could be raised.

JURY CONVICTS CATRON MAN IN FATAL SHOOTING OF SON

 

(AP) - A Southeast Missouri man has been convicted of manslaughter in the death of his son while high on synthetic drugs.

 

The Daily American Republic reports that a Stoddard County jury returned the guilty verdict Thursday in the case against 43-year-old Charles Goforth of Catron.

 

Twenty year old Patrick Joseph Goforth was fatally shot in May 2012 inside the family home.

 

Charles Goforth testified that the shooting happened after he was jumped by an assailant as he entered the home.

 

But another of Charles Goforth's sons, Josh Goforth, said during a preliminary hearing that his father had been using bath salts for several months and was seeing imaginary people, even occasionally firing shots at the imaginary people.

 

Sentencing is set for June 22nd.

 

 

SIKESTON MAN ARRESTED IN SCOTT COUNTY

 

A Sikeston man is facing multiple charges out of Scott County.

 

According to Scott County Sheriff Rick Walter, 35 year old Jeremy Pearson is charged with unlawful use of drug paraphernalia and property damage.

 

Deputies were told last week that Pearson had slammed the door at a residence causing the glass in the door to break. Pearson was later located by the deputies hiding near a pump house west of the residence.

 

During a search, the deputies found a syringe in Pearson’s pocket that had a clear liquid that tested positive for methamphetamine. Pearson allegedly admitted that the syringe was used to ingest methamphetamine.

 

 

NEW POPLAR BLUFF MAYOR NAMED

 

Betty Absheer is the new mayor of Poplar Bluff.

 

Absheer, who was elected to the city council to represent the 3rd ward, was named to the position after her name was drawn from a cup by city attorney Robert Smith, according to the Daily American Republic.

 

The drawing was conducted because the council was unable to reach a consensus. Absheer takes over for Angela Pearson, who could not be at the meeting.

 

Council Member David Johnson was elected to serve as Mayor Pro Tem.

NAMES RELEASED OF TWO PEOPLE KILLED IN NORTHEAST ARKANSAS HOUSE FIRE

 

Officials in Northeast Arkansas have identified the two people that were found dead following a Tuesday house fire.

 

According to authorities, 39 year old Atlas Smith and 23 year old Jamie Ashford are believed to have died from smoke inhalation. A cause for the fire is being investigated.

 

 

CHASE LEADS TO CRASH IN WAYNE COUNTY

 

A Piedmont man has serious injuries after crashing his vehicle while in a chase with police.

 

According to the Missouri State Highway Patrol, 49 year old John Wicker was fleeing from law enforcement in Wayne County when his vehicle began to slide and then struck a tree.

 

Wicker was taken to Poplar Bluff Regional Medical Center.

 

Authorities have not released what prompted the chase; however an arrest report has charges of assault on a law enforcement officer, careless and imprudent driving involving an accident, and driving while intoxicated listed for Wicker.

 

 

FOUR ARRESTED ON DRUG CHARGES IN BUTLER COUNTY

 

Four people were arrested Thursday evening in Butler County on drug charges.

 

According to the Missouri State Highway Patrol, shortly after 5 pm officers arrested 29 year old Jennifer Leutert, of Qulin, 28 year old Dustin Rodgers, of Harviell, 28 year old James Mesey, of Bernie, and 23 year old Brittany Burkett, of Cape Girardeau.

 

They are each facing felony charges of possession of a controlled substance for methamphetamine and cocaine.

 

 

FISK WOMAN ARRESTED ON METH CHARGE

 

A Fisk woman is facing a meth charge following her arrest Thursday afternoon in Butler County.

 

According to the Missouri State Highway Patrol, 23 year old Katrina Hofer was taken into custody on charges of possession of a controlled substance, methamphetamine; and possession of drug paraphernalia.

 

 

ONE MILLION DOLLAR PRIZE FOUND ON SCRATCHERS TICKET BOUGHT IN SIKESTON

 

Two Sikeston residents have won a million dollars from a Missouri Lottery Scratchers ticket.

 

According to the Missouri Lottery, Samantha Lankheit and Ashley Rogers claimed their prize on April 14th, after uncovering the $1 million top prize on a “Millionaire Riches” Scratchers ticket. The lottery says the friends plan on splitting the prize.

 

The ticket was purchased from a business in Sikeston.

 

 

CROSS COUNTRY CYCLING RIDE TO STOP THIS WEEKEND IN POPLAR BLUFF

 

A cross country cycling ride will be stopping this weekend in Poplar Bluff.

 

Ride for World Health will be participating in a program Sunday from 12:30 to 3 pm the Poplar Bluff Municipal Library.

 

Ride for World Health is a non-profit organization which has a group bicycle from the Pacific to the Atlantic each year with the mission of fundraising for global and rural health organizations, as well as providing basic healthcare information to those they meet along the way.

 

This year, they are sending funds to Remote Area Medical, a group that provides basic healthcare access to residents of Appalachia, and Empower & Advance, which helps train emergency workers in rural Haiti.

Three Rivers College will be hosting a gospel choir festival Saturday in the Tinnin Fine Arts Center.

MAN WHO KILLED TWO GETS EXECUTION DATE

 

(AP) - The Missouri Supreme Court has set a June execution date for a man convicted of fatally stabbing his girlfriend and her 2-year-old daughter in 2000.

 

The court on Thursday ordered 48 year old Richard Strong to be executed June 9 for the deaths of Eva Washington and her daughter, Zandrea Thomas.

 

The victims were found dead October 23rd, 2000, in Washington's apartment in the St. Louis suburb of St. Ann. A large butcher knife and the uninjured 3 month old daughter of Washington and Strong were sitting on a bed next to a pool of blood.

 

Strong was convicted of first-degree murder in May 2003 and sentenced to death. The state Supreme Court affirmed the conviction and sentence in August 2004.

 

 

MISSOURI LEGISLATURE PASSES CUTS TO SOCIAL SERVICES FUNDING

 

(AP) - The Missouri Legislature has approved more than $46 million in spending cuts for social services programs next fiscal year.

 

Lawmakers on Thursday passed an $8.6 million budget for the Social Services Department. That includes a more than $500,000 general revenue cut for the agency compared to this year.

 

The bill now heads to Governor Jay Nixon for approval.

 

The measure was perhaps the most controversial of a package of bills to guide $26 billion in state spending next year.

 

The bill garnered bipartisan criticism for slashing money for the department at a time when department officials have said demand for services is increasing.

 

Another contested provision in the bill would expand the state's managed care program. Under that plan, Missouri pays private companies to manage Medicaid patients' health care.

 

 

MISSOURI LEGISLATURE APPROVES $84 MILLION MORE FOR K-12 BASIC AID

 

(AP) - Missouri lawmakers have passed a measure granting $84 million more in basic aid to K-12 public schools.

 

But the spending plan passed Thursday by the House and Senate still falls nearly $400 million short of what's needed to provide full funding.

 

Also passed Thursday was a measure that ups the amount of performance funding for the state's colleges and universities. The $12 million increase is 1.3 percent more than what schools received this year, but is less than the more than $27 million in additional funding that senators wanted.

 

The bills now head to Governor Jay Nixon, who can veto spending for specific programs or services.

MAN SOUGHT IN CONNECTION TO INCIDENT AT BUTLER COUNTY COURTHOUSE

 

A woman in custody received some help Tuesday during an attempted escape at the Butler County Courthouse.

 

According to authorities, Travis O’Barr allegedly attempted to help his girlfriend, Shekeena Liau, escape from custody at the courthouse. They managed to get partially through the building before a deputy got to them.

 

O’Barr then allegedly assaulted the deputy before running from the building without his girlfriend, who was apprehended.

 

Anyone with information on O’Barr’s location is asked to contact the Butler County Sheriff’s Department.

 

 

MISSING SCOTT CITY TEENAGER FOUND IN ALABAMA

 

A Scott City teenager who was reported missing Wednesday has been found.

 

According to the Missouri State Highway Patrol, the endangered person advisory was cancelled for the missing 15 year old after he was located in Tuscaloosa, Alabama.

 

The teen had last been seen by family at 1:00 am on April 21st. He was also seen later in the day walking west along the railroad tracks leaving Scott City, carrying two backpacks.

 

The teenager had made statements that he wanted to die and has had a history of harming himself.

 

 

POPLAR BLUFF WOMAN ARRESTED FOR POSSESSION OF A CONTROLLED SUBSTANCE

 

A Poplar Bluff woman is facing multiple felony charges following her arrest Wednesday in Butler County.

 

According to the Missouri State Highway Patrol, 33 year old Erin Bass was taken into custody on felony charges of possession of a controlled substance, prescription pills; and unlawful use of drug paraphernalia.

 

 

SCOTT CITY WOMAN ARRESTED FOR DRUGS AND TRESPASSING

 

A Scott City woman was taken into custody Tuesday on trespassing and drug charges.

 

According to Scott County Sheriff Rick Walter, on Tuesday a deputy responded to a field on N Highway after the property owner reported a vehicle in the field.

 

The deputy found a metal smoking pipe with burnt residue inside of it in the vehicle. The pipe field tested positive for marijuana.

 

While the deputy was on the scene, 31 year old Jennifer Niswonger approached the vehicle. She admitted to driving the vehicle and leaving it on the property.

 

Niswonger was arrested.  At the jail, she reportedly admitted to having prescription pills, which were controlled substances, in her wallet.

 

Niswonger has been charged with possession of a controlled substance, possession of drug paraphernalia, and second degree trespassing.

 

 

NO INJURIES REPORTED AFTER CAR CRASHES INTO BUSINESS

 

No injuries have been reported in connection to an incident in which a car crashed into a Cape Girardeau business.

 

According to KFVS, the vehicle ran into the Check into Cash business on Wednesday. The driver of the vehicle said the car seemed to malfunction.

MISSOURI HOUSE APPROVES CHANGES TO MUNICIPAL COURT RULES

 

(AP) - A measure that aims to address criticisms of Missouri's municipal courts voiced by protesters and activists in the wake of the fatal shooting of 18 year old Michael Brown in Ferguson is advancing.

 

The Missouri House on Wednesday approved a measure 131 to 19 that would lower the amount of money local governments could collect from minor traffic violations. Ferguson protesters voiced concerns about predatory, revenue-generating practices of some municipalities in the St. Louis area.

 

The bill would also require alternative payment options, limit detainment and eliminate charges for failing to appear in court for such violations.

 

The measure would also require cities in St. Louis county to meet minimum standards including police services, a balanced budget and insurance.

 

The bill now returns to the Senate to work out differences between the two versions.

 

 

MISSOURI HOUSE ADVANCES CELLPHONE CHARGE FOR 911 SERVICES

 

(AP) - Emergency 911 systems in Missouri would get a new funding stream under a measure that supporters say is needed to enhance outdated services across the state.

 

The Missouri House voted 123 to 32 Wednesday to pass a bill that would allow local governments to collect a maximum $1.50 monthly fee on cellphones with voter approval.

 

It would also impose a statewide 3 percent charge on sales of prepaid phones.

 

Supporters say that as landline use declines, a new source of revenue is needed to fund 911 services.

 

The money collected on prepaid phones would be distributed as grants by the state to encourage consolidation, implement services in areas without them and provide emergency texting capabilities. A portion would also go to the poison control center.

 

The bill now goes to the Senate.

 

 

MISSOURI HOUSE OKS LIMITING ACCESS TO POLICE CAMERA FOOTAGE

 

(AP) - Public access to footage from police cameras in Missouri would be restricted under a measure moving forward in the Legislature.

 

The Missouri House gave initial approval Wednesday to a measure that would exempt such footage from the state's open-records laws.

 

Activists have rallied around encouraging police departments across the country to use body cameras to record interactions with the public after last year's fatal shooting of 18 year old Michael Brown by a Ferguson policeman. There was no video of that shooting.

 

But Missouri lawmakers are reluctant to require police cameras because the state constitution prohibits unfunded mandates.

 

The legislation would allow agencies to block access to footage and require court action to override that decision.

 

Supporters say they want to balance privacy concerns of individuals with the public's right to know.

Two bodies were discovered Tuesday at a house fire in Northeast Arkansas.

 

The fire was located in Lawrence County on Highway 63. A cause for the fire is under investigation and the identities of the two bodies have not yet been released.

 

 

11 YEAR OLD GIRL HIT BY VEHICLE IN SCHOOL PARKING LOT

 

An 11 year old girl has serious injuries after being hit by a vehicle in Bollinger County.

 

According to the Missouri State Highway Patrol, the girl was struck by a vehicle in the Zalma High School Parking Lot. The vehicle was driven by a 17 year old female.

 

The 11 year old girl was taken by Air Evac to a Memphis hospital.

 

 

POPLAR BLUFF CITY COUNCIL VOTES TO LEASE SPACE FOR TEMPORARY POLICE DEPARTMENT HOME

 

The Poplar Bluff City Council has voted to lease a building to be used as a temporary home for the city Police Department.

 

According to the Daily American Republic, the council approved the lease of property on Poplar Street, which is the former home of All Star Music.

 

Rent for the building is $5,000 a month.

 

The city council also approved the purchase of over $90,000 of radio equipment.

 

 

POPLAR BLUFF JUNIOR HIGH SCHOOL STUDENT TO PARTICIPATE IN STATE MATH COMPETITION

 

A Poplar Bluff Junior High School student will be competing this weekend in a state math competition.

 

Brett Keele qualified for the Missouri Council of Teachers of Mathematics state competition by placing 5th overall in the eighth grade category at the spring event on April 11th.

 

The state competition will take place Saturday, April 25th, at the University of Central Missouri in Warrensburg.

The Southeast Missouri DWI Taskforce will conduct a sobriety checkpoint soon in Southeast Missouri.

 

According to the Scott County Sheriff’s Office, the checkpoint will be held in Scott County before the end of April.

 

An exact date or time was not announced.

 

 

PAVEMENT REPAIRS TODAY ON ROUTE 60 IN STODDARD COUNTY

 

Westbound Route 60 in Stoddard County will be reduced to one lane as Missouri Department of Transportation crews seal the joints along the roadway.

 

Work is scheduled to be performed from 7 am to 3:30 pm today between Route AD and Route F.

 

 

STODDARD COUNTY ROAD TO BE CLOSED TODAY FOR CULVERT PIPE REPLACEMENT

 

Route CC in Stoddard County will be closed today as crews replace the culvert pipe under the roadway.

 

According to the Missouri Department of Transportation, the road will be closed from 8 am to 3 pm. The work zone will be located between County Road 714 and the Baker City Limits.

 

 

CROSSING REPAIRS SCHEDULED FOR TODAY IN PEMISCOT COUNTY

 

Route K in Pemiscot County will be reduced to one lane today so railroad crews can perform railroad crossing repairs.

 

This section of roadway is between County Road 261 and Route P.

 

Work will take place today from 8 am to 5 pm.

 

 

MISSOURI HOUSE SENDS MEDICAL MALPRACTICE CAPS TO GOVERNOR

 

(AP) - A measure to reinstate limits on lawsuit awards for pain and suffering in medical malpractice cases is heading to Missouri Governor Jay Nixon's desk.

 

The Missouri House on Tuesday voted 125-27 to approve a measure that would reinstate limits on noneconomic damages in those cases three years after lower caps were struck down by the Missouri Supreme Court.

 

Supporters say the measure is needed to provide certainty and keep doctors in the state.

 

The measure, a compromise reached by Senate Democrats and Republicans, would cap most noneconomic awards - which do not include lost wages or medical costs - at $400,000. In catastrophic cases defined in the bill, the cap would be $700,000.

 

The bill also raises an existing $350,000 cap on noneconomic damages in wrongful death cases to $700,000.

 

 

MISSOURI HOUSE ENDORSES LEGALIZING GROWTH OF INDUSTRIAL HEMP

 

(AP) - Missouri would regulate and license the growing of industrial hemp as a raw material for manufacturing under a measure supporters say is an economic development measure.

 

The Missouri House gave initial approval Tuesday to a bill that would legalize the cultivation of hemp, which contains very low levels of the psychoactive chemical tetrahydrocannabinol in marijuana.

 

Republican Representative Paul Curtman, of Pacific, says many products are made with hemp that must be imported from foreign countries.

 

He says there's no danger that the measure would allow easier access to marijuana.

 

Businesses seeking to grow hemp would have to go through a licensing process and undergo a background check. The crop would be subject to inspection.

 

 

MISSOURI SENATE PANEL OKS PLAN TO SPEND $120 MILLION MORE THIS YEAR

 

(AP) - A panel of Missouri senators has given approval to spending an additional $120 million this fiscal year.

 

Members of the Senate Appropriations Committee on Tuesday voted 10-0 in favor of the plan. Democratic Governor Jay Nixon requested the extra money, which primarily is set to pay for rising drug costs under the Medicaid program.

 

It also includes additional money for foster care for children due to larger caseloads, and overtime for mental health department workers.

 

Part of the need for the additional spending is because the state had planned on $50 million from a tobacco settlement that has not yet come.

 

The measure now goes to the Senate for debate.

A February shooting death in Van Buren has been found to be justified.

 

According to a report from KFVS, Carter County Sheriff Rick Stevens says that a coroner’s jury ruled that the shooting death of 43 year old Mark Rutter was justified because the shooter was defending a third party.

 

 

TWO ARRESTED AFTER METH FOUND AT STODDARD COUNTY RESIDENCE

 

Two people are facing charges after methamphetamine was found at a residence in Bernie.

 

According to Bernie Police, on April 4th, a 911 caller said they heard screaming and a gunshot from a location on North Miller Street.

 

At the residence, officers found hypodermic needles and a substance that field tested positive for methamphetamine.

 

 

MISSOURI ATTORNEY GENERAL FILES LAWSUIT AGAINST JACKSON MEAT PROCESSING FACILITY

 

Missouri Attorney General Chris Koster has filed a lawsuit against a Jackson meat processing plant.

 

Fruitland American Meat, LLC was charged with water pollution, illegal discharge, failure to report the breaches, and failure to submit discharge monitoring reports and sample discharge.

 

According to the lawsuit, the animal waste discharged from the facility on numerous occasions resulted in dark brown or red, foamy stream water with an offensive odor. On one occasion the slaughterhouse waste allegedly killed more than 900 fish.

 

Koster is asking the court for a preliminary and permanent injunction prohibiting Fruitland American Meat from any further violations of the Missouri Clean Water Law, and for a civil penalty of up to $10,000 for each day violations occurred.

 

 

POLITICAL SATIRIST TO PERFORM AT TINNIN FINE ARTS CENTER

 

A long time political satirist will be performing this week in Poplar Bluff.

 

According to Three Rivers College, Mark Russell will be live at the Tinnin Fine Arts Center beginning at 7 pm on Thursday.

 

In a 30-year career of performing "Mark Russell Comedy Specials" on PBS, touring his stand-up comedy routines, and writing a newspaper column, Russell became known for creating jokes and songs using his insights about politics and skewering the news of the day.

MOBILE EVIDENCE TRAILER PURCHASED FOR CAPE GIRARDEAU/BOLLINGER COUNTY MAJOR CASE SQUAD

 

The Cape Girardeau/Bollinger County Major Case Squad has purchased a Mobile Evidence Trailer.

 

The trailer was purchased through funds provided by the County Law Enforcement Restitution Fund and cost approximately $49,000.

 

The trailer will contain tools and equipment necessary to process a variety of crime scenes and can also be used to transport ATV’s or other equipment that may be needed at more rural locations.

 

 

MISSOURI’S TOP LAWYER TO DEFEND SENATE IN SUNSHINE LAWSUIT

 

(AP) - The state's attorney general will defend the Missouri Senate in a lawsuit filed by a liberal advocacy group over alleged violations of the state's open records law.

 

Attorney General Chris Koster's office said Monday in a statement the office would provide legal counsel in the case involving administration of official Senate business.

 

Progress Missouri filed the lawsuit challenging the policy of some Senate committee chairman of prohibiting the group from filming hearings last week. The lawsuit names the Senate and three Republican committee chairmen.

 

Missouri's Sunshine Law allows public bodies to establish recording guidelines to minimize disruption, but the suit says the filming wouldn't have been disruptive.

 

Senators on Thursday endorsed a measure that would allow the body to hire private counsel, partly in response to the lawsuit.

 

 

CORPORATE HEADQUARTERS TAX BILLS SENT TO MISSOURI GOVERNOR

 

(AP) - Two tax measures that would benefit businesses based in Missouri are heading to Governor Jay Nixon's desk after passing the Legislature.

 

The Missouri House on Monday approved changing the way corporate taxes are calculated by a vote of 153-4. It's a move supporters say will ensure companies headquartered in the state don't face double taxation.

 

Representative Caleb Jones, of Columbia, says making sure businesses can voluntarily calculate taxes this way would keep businesses currently based in Missouri in the state.

 

The House also passed 102-53 a bill to extend a tax credit program for new or expanding headquarters of businesses from the current 2020 end date to 2025.

 

Both measures have already passed the Senate and now go to the governor.

SHOOTING VICTIM IN POPLAR BLUFF DIES, TWO ARRESTED

 

The victim of a shooting in Poplar Bluff Friday morning has died and two people have been charged with his murder.

 

According to the Poplar Bluff Police Department, 21 year old Walter L. Currie Jr., of Broseley, and 24 year old Patricia Bales, of Poplar Bluff, have been taken into custody in connection with the shooting.

 

Currie has been charged with second degree murder. Bales faces a second degree murder charge, as well as second degree assault, armed criminal action, tampering with physical evidence and unlawful possession of a firearm by a convicted felon.

 

The shooting happened shortly before 6 am at an apartment in the 500 block of Cynthia Street. Upon arrival on the scene, officers found a white male who had been shot several times. The victim, 38 year old Donald Perry, of Sedgewickville, was taken to Poplar Bluff Regional Medical Center, where he died Friday afternoon.

A St. Louis woman has died following a wreck in Pemiscot County.

 

According to the Missouri State Highway Patrol, the wreck occurred on Interstate 55 when a vehicle ran off the roadway and struck the rear of a parked vehicle.

 

A passenger in the first vehicle, 28 year old Jessica White, was pronounced dead at the scene. The driver, 33 year old Jessica Richmond, of Sikeston, suffered serious injuries and was taken to an area hospital.

 

 

POPLAR BLUFF MAN FACING METH RELATED CHARGE

 

A Poplar Bluff man is facing a meth related charge following his arrest Sunday.

 

According to the Missouri State Highway Patrol, 30 year old Caleb Scowden was arrested on charges of possession of a controlled substance, methamphetamine; possession of drug paraphernalia; and speeding.

 

 

POPLAR BLUFF MAN ARRESTED ON MULTIPLE CHARGES, INCLUDING POSSESSION OF A CONTROLLED SUBSTANCE

 

A Poplar Bluff man was taken into custody Sunday evening on multiple drug related charges.

 

According to the Highway Patrol, 37 year old Jason Crawley is facing felony charges of possession of a controlled substance, methamphetamine; and possession of marijuana.

 

Crawley also reportedly had multiple warrants from the Poplar Bluff Police Department.

 

 

TWO FAKE $100 BILLS USED AT NORTHEAST ARKANSAS GAS STATION

 

A customer reportedly used fake money this past weekend at a Northeast Arkansas gas station.

 

According to KAIT, a worker at a gas station in Jonesboro found two fake $100 bills Sunday morning. The money had been used Saturday night or early Sunday morning.

 

Jonesboro police are investigating the incident.

MISSOURI REPUBLICANS INCH FORWARD ON MEDICAID REFORMS

 

(AP) - Missouri Republicans have stuck to their commitment of not expanding Medicaid this session but some incremental changes to the system are moving forward.

 

Senate President Pro Tem Tom Dempsey said last week that they were taking what Republicans have characterized as Medicaid reform in small steps.

 

Dempsey's proposal to raise the asset limit for people with disabilities is one that's passed the Senate and awaits a House hearing.

 

Dempsey says increasing the amount of money people can have before qualifying will ultimately make them less dependent on the state.

 

Other proposals that have passed at least one chamber include encouraging the use of telemedicine in the Medicaid program and more stringently policing the eligibility of participants.

According to the Sikeston Standard Democrat, Walker served as a teacher at New Madrid County Central Middle School before resigning last week. OFFICERS IN KENNETT USE TASER TO SUBDUE COMBATIVE PATIENT

Officers in Kennett reportedly used a taser to subdue a man Tuesday night.

According to the Kennett Police Department, officers were dispatched to an area hospital due to a combative patient fighting with the staff.

When they arrived, they found a hospital security guard in a struggle with someone. The officers attempted to place the subject under arrest; however the patient resisted and was stunned with a taser following a brief struggle.

A Poplar Bluff man is facing drug related charges following his arrest Thursday in Butler County.

According to the Missouri State Highway Patrol, 34 year old Antwaun Deberry was taken into custody Thursday morning on felony charges of possession of methamphetamine, possession of methamphetamine paraphernalia, and possession of marijuana in a correctional facility. An investigation in Jackson has led to the arrest of two people on drug related charges.

According to the Jackson Police Department, during the course of the investigation officers discovered a quantity of methamphetamine, a cellophane wrapper containing hydrocodone pills, and hypodermic needles.

MISSOURI LEGISLATURE PASSES 15 MONTH CUT TO WELFARE BENEFITS

(AP) - Lawmakers have passed legislation that would cut the amount of time Missourians can receive welfare benefits.

The House on Thursday voted 111 to 36 in favor of the bill, the final vote needed to send the legislation to Democratic Governor Jay Nixon.

The bill would cap the lifetime limit on Temporary Assistance for Needy Families benefits from five years to three years and nine months.

Other changes include added intervention if parents don't meet work requirements, with the threat of losing family benefits if they don't come into compliance.

Supporters say it could encourage parents to be self-sufficient, while opponents say it could hurt families and children in need.

The Department of Social Services estimates the lifetime benefits cut will mean about 3,100 low-income families lose monthly cash assistance next January. MISSOURI SENATE LEADERS UNCERTAIN ON TRANSPORTATION GAS TAX

(AP) - A proposal to raise Missouri's fuel tax for the first time in two decades appears unlikely to move forward this session despite warnings from transportation officials about the future of the state's infrastructure.

The bill to raise the current 17 cent gas tax by 2 cents stalled earlier this week in the Senate. And Senate Majority Leader Ron Richard said Thursday that he doesn't want to waste more time on the bill.

The increase would have brought in an estimated $55 million for the transportation department and allowed the state to match all available federal funds in 2017.

The Senate debated the proposal Tuesday for several hours but ran into opposition from conservative Republicans opposed to a tax increase.

ONE DEAD FOLLOWING SINGLE VEHICLE WRECK IN CRAIGHEAD COUNTY

 

A Jonesboro man has died in a single vehicle wreck Tuesday night in Craighead County.

 

According to the Arkansas State Police, a vehicle driven by 63 year old William Gregory Chance ran off the side of Highway 91 and struck a tree at around 10:40 pm Tuesday night.

 

Chance was killed in the wreck.

 

 

JONESBORO OFFICER FATALLY SHOOTS MAN WHO HAD A MACHETE

 

(AP) - Jonesboro police say an officer shot and killed a man who authorities say attacked the officer with a machete.

 

KAIT reports that Patrolman First Class Heath Loggains shot 31 year old Grant Finley late Tuesday after officers were dispatched to Finley's home.

 

Police said Finley fled into his home, then later came out, but retreated back into the home and officers tried follow when Loggains tried to push open the front door. Police say Finley then struck the officer's arm with a machete and Loggains fired several times.

 

Finley was found dead in the home early Wednesday morning after a tactical team arrived.

 

Loggains was treated and released at a local hospital and is now on paid leave.

 

Arkansas State Police are assisting with the investigation.

 

 

MAN ARRESTED FOR SHOOTING IN MISSISSIPPI COUNTY

 

One man is in custody in connection to a shooting in Mississippi County.

 

According to authorities, 29 year old Trevor Michael Tatum Jr., of Sikeston, was arrested for allegedly shooting a person in the leg. Tatum and the victim had reportedly gotten into an argument prior to the shooting.

 

Tatum is facing charges of first degree assault, armed criminal action, and unlawful use of a weapon.

 

 

FUNERAL SET FOR K-9 ACCUSED OF MAULING CITIZEN’S PET

 

(AP) - A memorial service has been scheduled for the Bay Police Department's only K-9, who was fatally shot after escaping from his handler and mauling a resident's rabbit.

 

The Jonesboro Sun reports the service for Vox, the police dog, will be on Saturday. A man says he shot the dog after he caught it in his backyard with one of his rabbits in the dog's mouth. When the suspect learned a police dog was missing, he notified the department.

 

The dog's handler, Bay Police Chief Paul Keith, says this is not the first time Vox has escaped.

 

The man who says he shot Vox was arrested instead for felony aggravated cruelty to an animal. The charge was reduced to a misdemeanor of discharging a firearm within city limits.

 

Keith said it's undecided whether the firearm charge would be dropped.

 

 

POPLAR BLUFF MAN FACING METH AND MARIJUANA CHARGES

 

A Poplar Bluff man is facing methamphetamine and marijuana charges following his arrest Wednesday afternoon.

 

According to the Missouri State Highway Patrol, 47 year old Larry Rudd was taken into custody shortly before 3 pm Wednesday in Butler County.

 

Rudd was arrested on charges of possession of a controlled substance, methamphetamine; possession of marijuana; possession of drug paraphernalia; and failure to register motor vehicle.

 

 

SOUTH CAROLINA TEEN ARRESTED IN SCOTT COUNTY

 

A South Carolina teenager is facing multiple charges after allegedly admitting to stealing and wrecking a vehicle.

 

According to Scott County Sheriff Rick Walter, 18 year old Ryan McManus of Lancaster, South Carolina, has been charged with stealing a motor vehicle, possession of a controlled substance, and possession of alcohol by a minor.

 

Authorities reportedly found narcotic prescription pills and a bottle of alcohol in McManus’s backpack.

 

 

PRODUCTION OF OKLAHOMA! TO BEGIN TONIGHT

 

Center Stage and the Three Rivers College Music Department will be presenting the musical Oklahama! beginning tonight at the Tinnin Fine Arts Center.

 

The musical features such memorable tunes as "Oh What a Beautiful Mornin'," "People Will Say We're In Love," "Surrey with the Fringe on Top," and the title song "Oklahoma."

MISSOURI SENATE OKS PRISON OPTIONS FOR KIDS GUILTY OF MURDER

 

(AP) - Missouri lawmakers have advanced a bill that addresses issues with a state law requiring lifetime prison sentences for people younger than 16 who are convicted of first-degree murder.

 

The Senate in a voice vote Wednesday gave initial approval to a measure that authorizes less severe punishments. It needs another vote to go to the House.

 

The U.S. Supreme Court in 2012 ruled mandatory life sentences for minors are unconstitutional.

 

A bill by Republican Sen. Bob Dixon, of Springfield, would give jurors the option of life without parole or at least 35 years for youths under 16 who are convicted of first-degree murder. Those ages 16 to 18 could be sentenced either to life without parole or at least 50 years in prison.

HIGH SPEED CHASE LEADS TO ARREST OF MAN IN BUTLER COUNTY

 

A Qulin man is facing multiple charges in connection to a high speed chase on Tuesday.

 

According to KFVS, Sammy Redmond was arrested on charges including resisting arrest, possession of a controlled substance, property damage, and first degree assault on a law enforcement officer.

 

During the chase Redmond allegedly tried to escape on foot before being arrested.

 

 

KENNETT RESIDENT CHARGED WITH ASSAULT FOLLOWING WEEKEND INCIDENT

 

A Kennett resident is facing assault and a weapons charge following an incident Sunday night.

 

According to Kennett Police, shortly before 11 pm officers received a report of shots being fired and a victim who said someone was trying to kill him.

 

Following an investigation, officers were able to identify 45 year old Otis Yancey, of Kennett, as the suspect. Officer's also confiscated a gun and several key pieces of evidence from the scene.

 

Yancey was taken into custody on charges of first degree assault, armed criminal action and unlawful use of a weapon.

 

 

ONE ARRESTED IN CONNECTION TO KENNETT SHOOTING

 

Authorities have arrested a Kennett resident in connection to a shooting incident on Saturday.

 

According to the Kennett Police Department, officers were dispatched to an area parking lot at around 8 pm Saturday in reference to shots being fired.

 

Witnesses said they originally thought a vehicle had backfired; however officers realized that there was a shooting when they spoke to a victim.

INVESTIGATION INTO STORAGE UNIT BURGLARIES RESULTS IN ARREST OF TWO PEOPLE

 

Two people have been arrested in connection to an investigation into storage unit burglaries in Northeast Arkansas.

 

According to authorities, 33 year old Jolene Bass and 32 year old Kenneth Bass are each facing charges of breaking and entering and theft of property.

 

 

TWO POPLAR BLUFF SENIORS SELECTED FOR STATE ACADEMIC HONOR

 

Two seniors from Poplar Bluff High School have been selected as honorable mentions for a state academic honor.

 

Namara Haq and Zain Siddiqui were selected as honorable mentions in the Missouri Scholars 100, a statewide program sponsored by the Missouri Association of Secondary School

Principals that honors the top academic students in the graduating Class of 2015.

 

To be eligible, the students had to meet numerous criteria including, a minimum GPA of 3.750, a minimum ACT score of 29 or a minimum SAT score of 1,900, be ranked in the upper 10 percent of the class, and have taken upper level courses in mathematics, science, English and foreign language.

BRIDGE REPAIRS TO CAUSE DELAYS IN WAYNE COUNTY

 

Motorists in Wayne County should expect delays today and tomorrow on Route 67.

 

According to the Missouri Department of Transportation, North and Southbound Route 67 will be reduced to one lane between County Road 500 and Business 67 so crews can perform bridge repairs.

 

Work is scheduled to be performed each day from 7 am to 5 pm.

 

 

BRIDGE MAINTENANCE SET FOR THIS WEEK IN DUNKLIN COUNTY

 

Route 164 in Dunklin County will be reduced to one lane for today and tomorrow as Missouri Department of Transportation crews perform bridge maintenance.

 

The bridge is located over the Deering Drain Ditch between Route TT and Route PP.

 

Work will take place from 7:30 am to 3 pm both days.

 

 

NEW MADRID COUNTY ROAD TO BE CLOSED THIS WEEK FOR RAILROAD REPAIRS

 

Route F in New Madrid County will be closed this week as railroad department crews repair a railroad crossing.

 

The section of roadway to be closed is located between County Road 311 and Route 61.

 

Route F will be closed from 8 am to 5 pm daily through Friday, April 17th.

 

 

MISSOURI EXECUTES INMATE FOR 1998 KILLING

 

(AP) - A Missouri inmate has been executed for killing a man in a fit of rage over child support payments in 1998.

 

Andre Cole was put to death Tuesday at the state prison in Bonne Terre. He became the third convicted killer executed in Missouri this year.

 

The U.S. Supreme Court turned down several appeals, including one claiming Cole was mentally ill. Governor Jay Nixon refused a clemency petition that raised concerns about the fact that Cole, who was black, was convicted and sentenced by an all-white jury.

 

Cole became angry when his wages were garnished to pay $3,000 in unpaid child support. He forced his way into his the St. Louis County home of his ex-wife, Terri Cole, and repeatedly stabbed her and her friend, Anthony Curtis.

 

Curtis died. Terri Cole survived.

 

 

MISSOURI SUPREME COURT RULES IN FAVOR OF HOG FARM

 

(AP) - Missouri's highest court has upheld limits to the damages property owners can recover in nuisance lawsuits against agricultural operations.

 

The Missouri Supreme Court ruled Tuesday in favor of a hog farm in a case where neighbors challenged the constitutionality of a state law limiting the damages they could recover from the farm.

 

The neighbors claimed the odor from the farm was a nuisance.

 

They said a state law limiting their damages to the cost of property value losses and medical treatments was unconstitutional because it took their property for private use without due process or proper compensation.

 

The court's decision says the limits promote agriculture, which is a legitimate public purpose.

 

 

MISSOURI LAWMAKERS PROPOSING 2-CENT GAS TAX INCREASE

 

(AP) - Missouri lawmakers are proposing a 2-cent gas tax increase as a step toward easing a projected funding shortfall that officials warn could result in the deterioration of many roads and bridges.

 

Similar proposals considered Tuesday by the full Senate and by a House committee would raise the state's 17-cent fuel tax to 19 cents a gallon in January 2016.

 

That would bring in about $55 million annually for the transportation department. It would allow the state to match all of its expected federal funds in 2017. But the increase would not be enough to match all federal funds in 2018.

 

Supporters say the proposed tax increase is a first step toward better transportation funding.

 

Missouri voters last year rejected a proposed three-quarter cent sales tax to fund transportation.

MAN ARRESTED FOLLOWING BREAK IN CALLS IN KENNETT

 

A Kennett man is facing charges following reports of break ins Monday morning.

 

According to the Kennett Police Department, at approximately 5:30am officers began receiving calls of several vehicles and a residence being broken into in the Wright Acres area of town.

 

Less than three hours later, officers arrested 21 year old Dillon Fisher for one count of first degree burglary, one count of felony stealing, and seven counts of misdemeanor stealing.

 

 

JACKSON POLICE WARNING OF FAKE POLICE STOPS

 

Authorities in Jackson say that they have been receiving reports of citizens being stopped by a fake police car.

 

The Jackson Police Department says that the vehicle is described as a black and white police type car with a regular light bar on top of the roof and a spot light.

 

According to Jackson Police, they do not have any black and white patrol cars and neither does the Cape County Sheriff's Department, Cape Girardeau Police, Missouri State Highway Patrol, or SEMO Department of Public Safety.

WOMAN ARRESTED FOLLOWING WRECK IN NEW MADRID COUNTY

 

A Sikeston woman was taken into custody Monday morning following a wreck in New Madrid County.

 

According to the Missouri State Highway Patrol, the wreck occurred on US 60, when a vehicle driven by Serjio Restituyo, of Rayford, North Carolina, rear ended a truck driven by Brenda Chasteen, of Sikeston.

 

Restituyo suffered moderate injuries in the wreck.

 

Later Monday morning, Chasteen was arrested in New Madrid County on a felony charge of leaving the scene of an accident involving injury and property damage over $1,000.

 

 

ILLINOIS WOMAN ARRESTED ON DRUG CHARGE IN CAPE GIRARDEAU COUNTY

 

An Illinois woman is facing a drug charge in connection to her arrest Monday morning in Cape Girardeau County.

 

According to the Highway Patrol, 50 year old Timara Kessler, of Cobden, Illinois, was arrested on five counts of felony possession of a controlled substance.

 

 

CORPORATION TO CONDUCT ALMOST $50 MILLION EXPANSION IN JONESBORO

 

A chip manufacturer has announced an almost $50 million dollar expansion to its facility in Jonesboro.

 

According to a report from Talk Business and Politics, Frito-Lay will be expanding its Jonesboro Manufacturing Facility with a new addition that should be online by 2018.

 

The $45.7 million dollar addition will bring around 30 new jobs to Jonesboro.

 

 

PAVEMENT REPAIRS TO BEGIN TODAY IN DUNKLIN COUNTY

 

A highway in Dunklin County will be reduced today and tomorrow as Missouri Department of Transportation crews perform pavement repairs

MISSOURI HOUSE OKS BROAD ACCESS TO HEROIN OVERDOSE TREATMENT

 

(AP) - Supporters say a measure to allow more access to an easy-to-use treatment for heroin and other opioid drug overdoses would save lives.

 

The Missouri House gave initial approval Monday to a bill that would allow pharmacists and pharmacy assistants to prescribe a drug that's been effective in treating potentially fatal overdoses to anyone.

 

State law already allows emergency personnel and first responders to carry and administer the nasal spray, marketed as Narcan.

 

Republican Rep. Steve Lynch, of Waynesville, says parents and friends of addicts want broader access to the lifesaving drug.

 

He says in states where broader access has been approved and police carry the antidote, deaths from overdoses have dropped dramatically.

 

The measure faces another vote in the House before moving to the Senate.

 

 

MISSOURI HOUSE APPROVES ADDITIONAL MONEY FOR 2015 BUDGET

 

(AP) - Missouri Governor Jay Nixon's supplemental spending request for the current fiscal year is moving forward in the Legislature despite concerns from lawmakers about allocating additional money while Nixon continues to restrict funding for some programs.

 

The Missouri House on Monday sent a spending bill to the Senate that includes $120 million of general revenue to primarily to pay for increased drug costs in the state's Medicaid program.

 

House Budget Committee Chairman Representative Tom Flanigan, a Carthage Republican, says the need for general revenue is partly due to a lack of projected revenues coming in.

 

The measure includes more than $90 million in general funds for the Medicaid pharmacy program. It also includes additional money for foster care for children and overtime for Department of Mental Health workers.

 

 

MISSOURI HOUSE APPROVES ENDING MOTORCYCLE HELMET REQUIREMENT

 

(AP) - A measure to exempt motorcycle riders in Missouri who are at least 21 years old and meet certain insurance requirements is now going to the Senate for consideration.

 

The Missouri House on Monday approved a proposal to allow older riders to go without helmets by a vote of 97 to 57.

 

Supporters say it is a matter of personal freedom and that adults should be allowed to make their own decisions.

 

Republican Representative Eric Burlison, of Springfield, says Missouri could attract more motorcyclist events if the requirement were to be lifted.

 

Opponents criticized the measure as endangering people's lives and health, as well as putting potential health care costs for severe injuries that could result from motorcycle crashes onto state programs.

ONE DEAD, ANOTHER INJURED, IN WEEKEND SHOOTING IN KENNETT

 

Authorities in Kennett are investigating a weekend shooting that has left one person dead.

 

According to the Kennett Police Department, at around 1 am Saturday morning, police received a call of shots being fired. At the scene, officers discovered that two individuals had been shot multiple times.

 

One of the victims, identified as William Thomas Jr., died from injuries received in the shooting. No information was available on the condition of the second victim, Taneka Parker, of Kennett.

ONE KILLED IN SINGLE VEHICLE WRECK IN NEW MADRID COUNTY

 

A Portageville man is dead in connection to a single vehicle wreck Saturday in New Madrid County.

 

According to the Missouri State Highway Patrol, 42 year old Bennie Hosford was traveling west on County Road 428 when his vehicle ran off the side of the roadway and overturned.

 

Hosford was pronounced dead at the scene of the crash.

 

 

TWO POPLAR BLUFF RESIDENTS ARRESTED ON METH CHARGE

 

Two Poplar Bluff residents are facing multiple drug related charges in connection to their arrest Friday night in Butler County.

 

According to the Missouri State Highway Patrol, 48 year old William Storey and 43 year old John Storey were each taken into custody on charges of possession of methamphetamine and possession of drug paraphernalia.

 

John Storey was also charged with possession of marijuana.

 

 

TWO ARRESTED ON FELONY DRUG CHARGES IN WAYNE COUNTY

 

Two people were taken into custody Friday afternoon in Wayne County on multiple felony drug charges.

 

According to the Missouri State Highway Patrol, 24 year old Joshua Kelso and 23 year old Jessie Kelso, both of Williamsville are facing felony charges of possession of marijuana with intent to distribute, possession of methamphetamine, and unlawful use of drug paraphernalia.

 

 

ANNAPOLIS MAN CHARGED WITH POSSESSION OF METH AND MARIJUANA

 

An Annapolis man is facing meth and marijuana charges following his arrest over the weekend.

 

According to authorities, 26 year old Bradley Sullivan was arrested Saturday in Wayne County on charges of possession of a controlled substance, methamphetamine; possession of up to 35 grams of marijuana; and unlawful use of drug paraphernalia.

 

 

IRONTON WOMAN ARRESTED ON DRUG CHARGES

 

A Southeast Missouri woman is facing meth and marijuana charges out of Wayne County.

 

According to authorities, 25 year old Katty Davis, of Ironton, was taken into custody shortly after 5:30 pm Saturday in Wayne County.

 

Davis is facing charges of possession of a controlled substance, methamphetamine; possession of up to 35 grams of marijuana; and unlawful use of drug paraphernalia.

 

 

SIKESTON BUSINESS EXPANSION TO CREATE 70 NEW JOBS

 

An expansion of a business in Sikeston is expected to create 70 new jobs.

 

Missouri Governor Jay Nixon was joined Friday in Sikeston by local leaders and company executives in announcing plans by Orgill to expand its facility by more than 250,000 square feet.

 

The new positions will primarily include material handlers responsible for receiving product into the inventory, stocking merchandise throughout the facility, product selection to fill customer orders, compiling orders, and loading merchandise orders onto delivery trucks.

 

Orgill also expects to hire additional truck drivers.

 

To assist Orgill with the expansion, the Missouri Department of Economic Development has offered a strategic economic incentive package that the company can receive if it meets strict job creation and investment criteria. The City of Sikeston is also assisting the company with its expansion.

An Earthquake was recorded early Sunday morning in Southeast Missouri.

 

According to the United States Geological Survey, a 2.9 magnitude earthquake occurred at 12:43 am Sunday, 2 miles north of Lilbourn.

 

 

OVER THREE MONTH ROAD PROJECT TO BEGIN TODAY IN BUTLER COUNTY

 

A road construction project that is scheduled to last over three months is set to begin today in Butler County.

 

According to the Missouri Department of Transportation, Route WW will be reduced to one lane between Route 53 and the railroad crossing so contractor crews can perform asphalt resurfacing.

 

Work will begin tonight at 6:30 pm with the road reopening at 6:30 am on Tuesday, July 21st.

SPECIALTY, GENERIC DRUG COSTS DRIVE MEDICAID COSTS UP

 

(AP) - Increasing costs for drugs in Missouri's Medicaid program are likely to continue to increase, driven by pricey specialty drugs and the rising cost of generic medications.

 

From fiscal year 2010 to 2014, drug costs for Missouri's Medicaid program rose 33 percent to $1.16 billion while the number of claims fell slightly by less than one-tenth of one percent, according to data provided to the Associated Press.

 

The Missouri House gave initial approval Thursday to a supplemental budget for this year with costs partly driven by the high cost of providing a new Hepatitis C medication.

 

But the state's top Medicaid official Joe Parks says the unpredictability of future specialty drugs and other costs will continue to make budgeting for pharmacy costs difficult.

 

 

MISSOURI LEGISLATORS PROPOSING CUTS TO SOCIAL SERVICES

 

(AP) - Missouri's GOP-controlled Legislature is using its clout to push for limits to the state's social safety net.

 

Proposals nearing the end of the legislative process include a measure to tie the amount of time available for individuals to receive unemployment benefits to the state unemployment rate. Instead of the current 20 weeks, people could receive as little as 13 weeks of benefits.

 

Another bill would cut how long low-income families can receive monthly assistance.

 

A Senate budget proposal also would reduce funding for the social services, health and mental health departments.

 

Some Republicans say those agencies are wasteful, and resources instead should go to programs designed to help welfare recipients find a job or get a better job.

 

Democrats say the proposals could harm the state's most vulnerable residents.

A Gordonville man is in custody in Southeast Missouri on a murder warrant.

 

According to the Highway Patrol, 22 year old Carley Capps was taken into custody Thursday evening in Cape Girardeau County.

 

Capps reportedly has a felony warrant out of Mobile County, Alabama for murder.

 

 

SIKESTON MAN ARRESTED ON POSSESSION OF A CONTROLLED SUBSTANCE CHARGE

 

A Sikeston man is facing multiple felony charges following his arrest Thursday morning.

 

According to the Highway Patrol, 35 year old Michael Shands was arrested on felony charges of possession of a controlled substance and driving while revoked.

 

Shands was also charged with failure to drive on right half of roadway.

 

 

BLOOMFIELD WOMAN FACING MULTIPLE DRUG RELATED CHARGES

 

A Bloomfield woman was taken into custody early Thursday morning on drug related charges.

 

According to the Missouri State Highway Patrol, 29 year old Daniele Terry is facing a felony charge of possession of a controlled substance.

 

Terry is also charged with unlawful use of drug paraphernalia, possession of up to 35 grams of marijuana, and speeding.

 

 

AUTHORITIES IN NORTHEAST ARKANSAS SEARCHING FOR ESCAPED POLICE DOG

 

Authorities in Northeast Arkansas are searching for a police dog who has reportedly escaped.

 

According to KAIT, Bay Police Chief Paul Keith says that the Police Department’s K9 officer is missing.

 

The dog is believed to have escaped by digging a hole under his fence. Anyone who sees the dog is asked to not approach it and instead contact the Bay Police Department at (870) 781-3221.

 

 

POPLAR BLUFF SCHOOL FOUNDATION TO HOLD GOLF TOURNAMENT ON MAY 1ST

 

The Poplar Bluff School Foundation will be holding their 16th annual golf tournament on May 1st.

FORMER NORTHEAST ARKANSAS PASTOR FACES CHILD PORNOGRAPHY CHARGE

 

(AP) - A former pastor is charged with child pornography possession after Jonesboro investigators say they found sexually explicit images involving children on his computer.

 

John-Mark Wilson was arraigned Wednesday afternoon in Craighead County District Court, and a judge released him on his own recognizance. He's expected to appear in court again next month. He faces up to 10 years in prison if he's found guilty.

 

A Brookland Church of Christ leader declined to comment to the Jonesboro Sun but confirmed 45 year old Wilson no longer was a minister at the church.

 

It wasn't immediately known if Wilson has an attorney. No listing for Wilson's home phone number could be found.

 

A Jonesboro detective says Wilson admitted to downloading and viewing the images.

 

 

MISSOURI HOUSE ENDORSES SUPPLEMENTAL BUDGET

 

(AP) - A bill providing an additional $120 million in general funds for the 2015 fiscal year is moving forward in the Missouri House.

 

The House gave first-round approval Thursday to the additional spending, which is driven primarily by higher drug costs in the state's Medicaid program for the fiscal year ending June 30. The bill faces another vote in the House before moving to the Senate.

 

The supplemental budget includes $82 million of general revenue for the Medicaid pharmacy program.

 

It also includes additional money for foster care for children due to larger caseloads, and overtime for mental health department workers.

 

House Budget Committee Chairman Tom Flanigan, of Carthage, says the need for more spending authority is partly the result of expected tobacco settlement money not coming in.

 

 

MISSOURI HOUSE OKS CHANGE TO WORKER DISCRIMINATION STANDARD

 

(AP) - Supporters say a measure raising the standard for workers to prove discrimination based on age, race, gender and other protected classes would prevent frivolous lawsuits while still compensating workers who have been harmed.

 

The Missouri House voted 95 to 60 Thursday to raise the standard for showing discrimination in employment cases from the current "contributing factor" to a "motivating factor" in decisions.

 

Republican Representative Kevin Austin, a lawyer from Springfield, says that would bring Missouri in line with the federal standard.

 

Opponents say the measure would make it easier for companies to get away with discriminatory practices and puts women, older workers and minorities at risk.

 

The measure would also limit when workers who report potential wrongdoing at their company could sue for retaliation.

MISSING QULIN MAN FOUND DEAD

 

Authorities in Butler County have found the body of a missing Qulin man.

 

According to KFVS, Sheriff Mark Dobbs says that a deputy discovered the body of 40 year old Jamie Ferrill shortly after noon on Wednesday.

 

The body was found around 400 yards from Ferrill’s truck. An autopsy has been scheduled for today, however authorities do not suspect foul play.

 

 

ONE KILLED, ANOTHER INJURED, IN HEAD-ON COLLISION IN NORTHEAST ARKANSAS

 

A Cherry Valley woman is dead following a head-on collision Tuesday in Northeast Arkansas.

 

According to the Arkansas State Police, 41 year old Amy Yates was driving north on Highway 163 in Poinsett County, when she allegedly crossed into the south bound lane and struck another vehicle.

 

Yates was killed in the wreck. The driver of the second vehicle was taken to an area hospital with undisclosed injuries.

 

 

CHILD TESTS POSITIVE FOR RABIES IN NORTHEAST ARKANSAS

 

A child in Northeast Arkansas has reportedly tested positive for rabies.

 

According to KAIT, the child tested positive after being bitten by a skunk. The skunk was killed and later tested positive for the virus.

 

A Pocahontas Animal Control officer says that residents should contact animal control if they see a skunk during the daytime.

 

 

SPRING JOB FAIR TO BE HELD TODAY AT THREE RIVERS COLLEGE

 

Around 50 employers will be accepting applications today at the Three Rivers College Spring Job Fair.

 

The free event will be open to the public today from 10 am to 2 pm at the Bess Activity Center in Poplar Bluff.

MISSOURI HOUSE ADVANCES ADDITION SEXUAL EDUCATION REQUIREMENTS

 

(AP) - Students in Missouri schools could learn about the dangers of online sexual predators and the consequences of sending sexually suggestive text messages under a measure moving forward in the Statehouse.

 

The Missouri House on Tuesday approved a bill that would add to the information included in sexual education instruction in public and charter schools.

 

Democratic Representative Genise Montecillo of St. Louis says it's necessary to help protect children. The measure would require the inclusion of information about sexual predators, particularly online.

 

It also would require instruction about responsible Internet use and the potential consequences of sending sexually explicit or graphic text messages, even to friends.

 

The measure now goes to the Senate.

 

 

MISSOURI SENATE PASSES BILL GRANTING AMNESTY TO DELINQUENT TAXPAYERS

 

(AP) - Senators have passed a proposal to grant amnesty to Missourians who agree to pay back taxes.

 

The measure passed 26 to 7 early Wednesday morning. The House last month voted 141 to 7 in favor of the bill, which will head back to that chamber before it can go to the governor's desk.

 

Delinquent taxpayers would need to pay between September 1st and November 30th to qualify. They also would need to comply with state tax laws for the next eight years.

 

Unpaid taxes dating before December 31st would be eligible for pardon.

 

The Legislative Research Committee estimates the proposal could mean $20 million or more in additional revenue next fiscal year.

 

The last time taxpayers were granted amnesty was in 2002.

 

 

SENATE NARROWLY PASSES MISSOURI SOCIAL SERVICES BUDGET

 

(AP) - Missouri senators have narrowly passed a budget for state social services despite hours of late-night debate and filibusters.

 

The budget passed with the minimum 18 votes needed early Wednesday. Fifteen lawmakers voted against it.

 

Senators debated late Tuesday night and into Wednesday morning on a proposal in the bill to move 200,000 Missourians from fee-for-service Medicaid to managed care.

 

Other bipartisan criticism stemmed from an increase of roughly $100 million less for the department next year compared to House recommendations.

 

The bill passed in a rare second vote after senators first defeated it 17 to 15.

CREWS SEARCHING FOR MAN WHO IS BELIEVED TO HAVE FALLEN OFF TUG BOAT

 

Crews in Northeast Arkansas are searching for a man who is believed to have fallen off a tug boat near Osceola.

 

The deckhand reportedly fell off the vessel on the lower Mississippi River, around mile marker 782. The incident was first reported to authorities at around 1:30 am Tuesday morning.

 

The search for the man is set to continue today.

 

 

JONESBORO MAN PLEADS GUILTY TO CHILD PORNOGRAPHY AND SEXUAL ASSAULT CHARGES

 

A Jonesboro man has been sentenced to four years in the Arkansas Department of Corrections, along with a five year suspended imposition of sentence, on sex related charges.

 

According to KAIT, 48 year old Steven Eagle entered a guilty plea yesterday to charges of computer child pornography and first degree sexual assault.

 

Eagle had formerly served as an instructor in the Westside School District.

 

 

CAPE GIRARDEAU MAN ACCUSED OF STEALING FROM EMPLOYER

 

(AP) - A Cape Girardeau man faces a theft charge following accusations he stole nearly $73,000 from his employer.

 

The Southeast Missourian reports 32 year old Jeffrey D. Lage is charged with theft over $25,000, which is a Class B felony.

 

A probable cause statement says Velosity Electronics was notified by the Bank of Missouri that its account was getting low. The company checked its bank statements and found the missing money was being transferred by Lage to pay his personal credit card.

 

The transactions began in March 2014 and continued through October. Lage has worked for the company since 2008.

 

An initial arraignment is set for April 27 in Jackson. It wasn't immediately clear if Lage has an attorney.

 

 

ONE TAKEN INTO CUSTODY AFTER MAN WAS HIT WITH A SHOVEL

 

A Steele man was taken into custody on multiple charges in connection to an incident where a man was allegedly hit with a shovel.

 

According to the Steele Police Department, officers were sent to a residence on March 25th in reference to an assault. At the residence, officers found a 42 year old man who had sustained a head injury from being struck with a shovel.

 

A 39 year old male was taken into custody on charges of first degree assault and armed criminal action.

 

 

CHARLESTON MAN SENTENCED ON FIREARM CHARGE

 

A Charleston man is facing over 18 years in prison on a firearm charge.

 

According to the United States Attorney’s Office, 35 year old Mario Evans was sentenced Tuesday to 221 months on one felony count of being a previously convicted felon in possession of a firearm.

 

In August of 2013, officers found a loaded .22 caliber semi-automatic pistol with the serial number removed, $1,238 in U.S. currency, and 45 grams of marijuana in Evans car.

 

Evans was previously convicted in 2001 and 2004 of distributing controlled substances and was prohibited from possessing firearms.

 

 

BUTLER COUNTY ELECTION RESULTS

 

Poplar Bluff has elected a new city councilman.

 

Philip Crocker was elected over David Lourwood to the city council representing Ward 4, according to unofficial results from the Butler County Clerk’s office.

 

Voters also chose Heather Tuggle and Kenneth Davis for two seats on the Poplar Bluff R-1 School board.

 

Elsewhere in Butler County, Glenda McCameron won the race for Qulin Alderman, Gene Russom and John French were elected to the Neelyville School Board, and a Neelyville school proposition received just under 57 percent of votes in favor of its passage.

 

 

DONATION ADVANCES TECHNOLOGY FOR AREA ELEMENTARY SCHOOL

 

A local elementary school recently received a $2,500 donation toward the expansion of technology to students.

 

Rick Duncan of Butler County was among over 1,000 people across the U.S. selected to receive a monetary award through America’s Farmers Grow Communities.

 

He selected Lake Road Elementary School as the benefactor since his daughter-in-law works as a guidance counselor there, and his granddaughter attends the school.

 

Principal Erica Weadon says she intends on using the money toward purchasing additional laptops and a cart so the second grade also has more access to online instructional resources.

 

 

OZZIE SMITH TO SPEAK AT SOUTHEAST MISSOURI STATE UNIVERSITY

 

St. Louis Cardinals great and Hall of Famer Ozzie Smith will be speaking at Southeast Missouri State University later this month.

 

Smith will close out the current speaker series on April 20th at 7:30 pm in the Show Me Center.

DAMAGING WEATHER POSSIBLE IN LATE WEEK STORMS

 

A cold front moving into the region on Thursday night has the potential to bring in damaging weather according to the National Weather Service.

 

According to a Hazardous Weather Outlook, we have showers and thunderstorms possible in Southeast Missouri through early Friday morning, however the best chance for severe storms will be late Thursday into Thursday night.

 

Damaging winds and large hail will be the primary concerns, but a few tornados cannot be completely ruled out. Heavy rainfall and frequent lighting could also accompany thunderstorms this week.

 

 

BRIDGE REPAIRS FORCE CLOSURE OF STODDARD COUNTY ROAD

 

Route 114 in Stoddard County will be closed beginning today as contractor crews perform bridge repairs.

 

The section of roadway to be closed is located from County Road 785 to Route AH.

 

The road is scheduled to reopen on Wednesday, April 15th at 5 pm.

 

 

MISSOURI SENATE OKS BUDGET CUTTING IMMIGRANT SCHOLARSHIPS

 

(AP) - Missouri students living in the U.S. illegally couldn't get state-funded scholarships under a budget proposal that has won Senate approval.

 

Senators voted 25-8 on Tuesday in favor of a higher education budget bill that restricts state money from going to scholarships for those immigrants.

 

The bill also would require public colleges and universities to charge immigrants living illegally in the U.S. the international rate of tuition.

 

Supporters say taxpayer money shouldn't go to help those students, while opponents said it unfairly punishes young immigrants brought to the country by their parents.

 

The proposal was part of a package of bills under Senate review that outline $26 billion in state spending for next year.

 

Changes include roughly $27 million more in performance-based funding for public colleges compared with this year.

 

 

MISSOURI HOUSE ENDORSES TECHNICAL CERTIFICATE PROGRAM

 

(AP) - Supporters say a measure to set minimum standards for career and technical education certificates in Missouri provides another path forward for students who don't plan to go to college.

 

The Missouri House gave initial approval Tuesday to a measure that would require the state's board of education to develop standards for diplomas to teach core technical skills to prepare students for careers.

 

The certificates would not replace high school diplomas. School districts would be able to develop their own programs, with the state setting some minimums.

 

Republican Rep. Kathy Swan, of Cape Girardeau, says the certifications would provide evidence that students are ready to enter the workforce.

 

The measure faces another vote in the House before moving to the Senate.
