MAN GETS TWO LIFE TERMS FOR DOUBLE KILLING

(AP) - A southeast Missouri man has been sentenced to two terms of life in prison for killing two people at a Cape Girardeau apartment in 2013.

The Southeast Missourian reports that a judge on Monday overruled Kenneth Bell's motion for a new trial and sentenced him on two first-degree murder convictions. Bell is not eligible for parole.

Misty Cole and Shannon James were shot to death in February 2013, after Bell and James had argued on a sidewalk.

MISSOURI HOUSE PANEL CONSIDERS ELIMINATING DAYLIGHT SAVINGS

(AP) - A Republican lawmaker says Missouri should lead the way in eliminating the annual ritual of switching clocks an hour forward and then back again.

Representative Mike Kelley of Lamar is sponsoring a constitutional amendment that would ask voters whether Missouri should use daylight savings time all the time.

Under his measure, Missouri residents would switch to daylight savings time in March 2017 and never turn their clocks back again.

During a committee hearing Monday, some House members questioned how putting Missouri on a different schedule from neighboring states would affect businesses. One lawmaker suggested that Missouri should wait for other states to act so businesses are not placed at a disadvantage.

But Kelley said Missouri businesses already operate globally and other countries do not follow daylight savings time.

MISSOURI BILL TO BAN AID FOR IMMIGRANT STUDENTS ADVANCES

(AP) - A bill to prevent immigrants without lawful status from receiving in-state tuition or state aid for higher education has won initial approval from the Missouri House.

House members approved the measure in a voice vote Monday. The legislation needs another vote before it can move to the Senate.

The measure would stop the Department of Higher Education from granting the A+ Scholarship to those spared deportation through the federal Deferred Action for Childhood Arrivals program.

It also would require public colleges to charge certain immigrant students international tuition.

Bill sponsor and Republican Rep. Scott Fitzpatrick says it's unfair to grant those students scholarships when money for A+ already is strained.

Immigration advocates say it could create financial hurdles for immigrants who want a degree and could hurt the economy.

MOTORISTS ASKED TO REPORT POTHOLES ON MISSOURI ROADWAYS

Missouri motorists are cautioned to be on the lookout for potholes.

According to the Missouri Department of Transportation, potholes form when temperatures warm up during the day but continue to be cold at night.

Moisture from winter rain and snow constantly seeps into the cracks and joints of the roadway. When the temperatures drop at night, that water freezes and expands the pavement, which causes it to crack and bulge.

As cars and trucks drive over those cracks, the pressure causes chunks of pavement to pop out, and potholes are formed.

MoDOT state maintenance engineer Elizabeth Wright says that the public’s help is needed to find any potholes that may develop. You can report potholes by calling 1-888-ASK-MODOT or by going online to modot.org.

It takes a request from 34 states to trigger a constitutional convention.

It's the second request by the state House for a constitutional convention. A separate measure approved by the chamber earlier this week calls for Arkansas to join a compact of states seeking a convention for a balanced budget amendment.

MISSOURI SENATE’S STUDENT TRANSFER BILL COULD COST $224 MILLION

(AP) - A Senate bill intended to fix issues with Missouri's student transfer law could cost more than $200 million to implement next fiscal year.

Legislative researchers this week estimated the legislation could cost $224 million between state and local government expenses.

The bill would give students in struggling schools more options to transfer to better-performing ones within their home district.

The most expensive provisions would require dyslexia screening and St. Louis County schools to hold students back if they score poorly in English and math.

Those costs threaten the bill's chances of passing at a time when Governor Jay Nixon already is restricting spending because of slow revenue growth.

The House has passed a similar bill without as many pricey provisions that's estimated to cost about $13.5 million next fiscal year.

MISSOURI SENATE OKS HIGHER WEIGHT LIMITS ON LIVESTOCK TRUCKS

(AP) - A measure to set higher weight limits on trucks carrying livestock on most Missouri roads has won Senate approval.

Senators on Thursday voted 33-0 in favor of the legislation, which expands current exemptions for milk trucks.

Livestock trucks could carry as much as 85,500 pounds, up from the current 80,000-pound limit.

The bill by Republican Sen. Mike Parson, of Bolivar, is similar to provisions in a larger bill aimed at spurring agricultural growth.

Parson's bill would apply to all Missouri highways except interstates. The legislation also would allow trucks to exceed weight limits by 10 percent for grain products during harvest seasons.

No senators spoke against the bill Thursday, but Democrats have raised concerns about putting more weight on roads without additional taxes to pay for potential damages.

MISSOURI HOUSE SENDS TAX AMNESTY MEASURE TO SENATE

(AP) - A measure that would waive penalties for those who agree to pay overdue Missouri taxes has gained approval in the House.

House members voted 141-7 Thursday to send the tax amnesty proposal to the Senate.

Delinquent taxpayers would need to pay their bills between July 1 and Sept. 30 to qualify.

Legislative researchers estimate the measure would bring in nearly $20 million in additional general revenues next fiscal year.

That additional revenue is included in the proposed 2016 budget approved by the House Budget Committee on Tuesday.

But similar tax amnesty proposals have stalled in previous years in the Senate.

Democratic Rep. Gail McCann Beatty criticized colleagues for including the tax amnesty revenues in the budget plan even though the bill's Senate prospects are uncertain.

MISSOURI REPUBLICAN WANTS TO BAR HEALTH INSURANCE SUBSIDIES

(AP) - Groups advocating for health care access say a bill blocking federal subsidies that help pay for health insurance premiums would cause thousands of Missouri residents to lose coverage.

A Republican senator presented the measure to a committee Wednesday as the U.S. Supreme Court heard arguments in a case that challenges whether the Affordable Care Act allows those subsidies in states using the federal government's health care website.

The bill bars insurers in Missouri from accepting subsidies from the federal government.

Advocates say the measure will cause about 152,000 Missouri residents to be unable to afford health care insurance.

Bill sponsor Senator Bob Onder, of Lake St. Louis, says Congressional action will be needed to fully dismantle the Affordable Care Act but the bill would be a first step.

MISSOURI SENATE PANEL CONSIDERS STRICTER LAW ON DEADLY FORCE

(AP) - A Missouri Senate panel is considering tightening state law on what justifies the use of deadly force among police, months after a fatal police shooting in Ferguson.

Democratic Senator Maria Chappelle-Nadal of University City presented her bill Tuesday to a Senate panel. She did so just hours after the U.S. Justice Department released a report concluding that former Ferguson officer Darren Wilson acted in self-defense when he shot 18-year-old Michael Brown last August.

Chappelle-Nadal's bill would overhaul a law currently allowing deadly force when an officer believes a suspect has attempted to commit a felony, is escaping with a deadly weapon or poses a serious danger to others.

The senator's bill would require an "objective" reasonable belief and require the felony offense to involve a serious physical injury.

According to the National Weather Service, over the past 10 years in Missouri, there has been at least one flood death every year except for 2012.

Be especially cautious at night when darkness will often hide flood dangers. If you live in a flood prone area, have a plan of action in case flooding strikes.

SEVERE WEATHER AWARENESS WEEK CONTINUES

This week is Severe Weather Awareness Week and today we are focusing on Tornados.

According to the National Weather Service, Missouri has experienced over 45 tornados each of the past two years. This is well above the average of 33 tornados experienced annually between 1950 and 2014.

If you are in a home or structure when a tornado hits, a basement or other underground location is by far the best shelter. If a basement is not available, move to an all interior small room, or other interior location such as a hallway. Stay away from outside walls, doors, and windows.

Mobile homes should be abandoned in favor of a more substantial structure if threatened by a tornado. When severe weather is approaching, move to a different location for a couple of hours and wait until the storms have passed.

If you are in a vehicle you should seek shelter in a nearby substantial building. If you have a clear path and you can drive in a direction away from the tornado, then do so. As a last resort, if you have no alternative, abandon your vehicle and hide in a nearby ditch or depression and cover your head.

Rutledge said Thursday that scam artists often target damaged neighborhoods with high-pressure sales tactics and demand up-front payments, then fail to do the work or leave the job incomplete.

Rutledge says residents with property damage should take care to hire a reputable contractor, get multiple estimates, get a written contract, never pay in advance and deal with insurance payments themselves.

MISSOURI SENATE TO CONSIDER PHOTO ID REQUIREMENT FOR VOTERS

(AP) - The Missouri Senate again will consider measures to require voters to show a photo ID at the polls - a legislative effort that stalled last year.

The House by a 118-39 vote Thursday approved a constitutional amendment for new voter ID requirements. The House also passed an implementing bill, by a 118-37 vote.

The amendment would be considered by voters in 2016, and both measures must pass the Senate.

Last year, Republican leaders exchanged voter ID and another priority to end a Democratic filibuster of a tripling of the waiting period before an abortion.

Supporters say the photo ID requirements are needed to ensure the integrity of elections. Democrats say Republicans are making it harder for traditional Democratic supporters - the poor, minorities and women - to vote.

FLASH FLOODING LIKELY FOR THIS WEEKEND

Heavy rain and warmer temperatures are in the forecast for this weekend, and while that can help melt the snow we have accumulated this week, in also introduces flash flooding.

According to the National Weather Service, 1 to 3 inches of rain is expected for many areas in Southeast Missouri on Saturday. Coupled with runoff from the recent snow, this will easily overwhelm many drainage systems, resulting in flash flooding.

Another danger is if freezing rain on Friday night creates a significant layer of ice, this could insulate the snow and keep it from melting. If that happens, the runoff would be forced directly into the plowed roadways, resulting in a dangerous flash flooding situation.

Motorists traveling on Friday and Saturday are being advised to be careful if they approach water covered roadways.

The bill also prohibits the state from requiring police departments to use body cameras or dashboard cameras in cars.

MISSOURI HIGH COURT RULES LEGISLATURE VIOLATED BALLOT RIGHTS

(AP) - Missouri lawmakers violate the constitutional rights of voters when they pass a law conflicting with a voter-proposed ballot measure before voters can consider the proposal.

The Missouri Supreme Court ruled Tuesday that the Legislature cannot enact a law invalidating an initiative petition before voters get a chance to weigh in.

The ruling relates to a measure passed by voters in November 2008 involving renewable energy requirements.

After a measure supported by environmental group Renew Missouri was approved for the ballot, lawmakers crafted an exemption from providing solar rebates for certain electric companies.

The court says in its ruling that the exemption is invalidated by the 2008 ballot measure.

The court also says the Legislature is free to modify or repeal voter-passed laws after they've been approved.
